Open Space Advisory Board <br />Minutes <br />December 13, 2023 <br />Page 2 of 5 <br />The joint meeting for OSAB and City Council is still scheduled for February 13tn <br />Staff is contracting for herbicide cheatgrass control. Ember noted that cheatgrass <br />control is both good ecosystem restoration and good fire management, as cheatgrass is <br />a notorious fire fuel. <br />Ember reported the city's raptor survey data. <br />Aquarius Parking Lot is currently being resurfaced. <br />Ember collected estimated volunteer hours from the OSAB members. <br />Susan asked Ember about the application process for new OSAB members. Apparently, <br />City Council has decided to appoint new board members without conducting interviews. <br />Jeff clarified that the council can interview candidates or appoint them directly. <br />Adam announced that 2024 will be a year of reviewing plans: the Comprehensive City <br />Plan, the Highway 42 Plan, etc. Staff and consultants working on these plans may want <br />to visit advisory boards to collect feedback. Adam said that staff is trying to streamline <br />this process, but OSAB might need to spend a lot of meeting time on these visits in <br />2024. <br />7. Discussion Item: Board Updates <br />There will be three new board members in January. David had a chance to review the <br />applications. There were six applicants and three were recommended by Council and <br />they will be formally appointed at the December 19 Council meeting. <br />Helen found a real estate posting for the property at 10178 Empire Rd. It is the D-1 <br />property on OSAB's Acquisition List. It is listed for approximately $1.3 million and <br />includes a house. It is technically located in unincorporated Boulder County, but it has a <br />Lafayette mailing address. It is adjacent to Aquarius Open Space, and does not directly <br />about Coal Creek. The board should decide if it wants to create a memo to council <br />about this property. <br />David reminded the Board that at the November meeting he gave an update about <br />Council's new procedures for communication with board and commissions. He said that <br />he and Jeff had a meeting about Council's memo, and was told that the memo is not the <br />end of the topic; the discussion is still ongoing. Jeff said he'd like recommendations <br />about improving accessibility issues, as this was a point brought up at OSAB's previous <br />discussion. <br />Jeff went on to say that there are certain commissions and advisory boards that are <br />clearly quasi-judicial and others that clearly aren't, but there hasn't been a clear-cut <br />decision about the status of OSAB and PPLAB. Jeff felt that a board must be clearly <br />one or the other. Staff has felt that the feedback on this topic from OSAB and PPLAB <br />has been very helpful. He has heard from board members that quasi-judicial status has <br />sometimes hindered the board's ability to do its work. For example, OSAB members <br />
