Main Street 2024 Closure Proposal <br />Timing <br />• April 22 through November 3rd <br />o City will set up starting April 15tn <br />o City will start to take down on November 4tn <br />Portion of Main Street <br />• Elm Street (600s) through South Street (900s) <br />o The closure will be block by block, with the east -west streets remaining open to <br />vehicular traffic. <br />• Fire access <br />o There will be a 16-foot aisle in the middle of the street for fire access. In addition, there <br />will be a two -foot buffer on either side within the business' patio spaces. The total of the <br />20 feet can be programmed and have seating but cannot have anything permanent <br />(needs to be readily movable). <br />• Pedestrian only access <br />o The closure would be intended for pedestrian only access (with the exception of <br />emergency vehicles as needed). The desire is to limit vehicular traffic to the east/west <br />roads and limit the closure to a "dismount and walk" your bike/scooter/etc. The general <br />feeling is activation and movement for pedestrians and no other forms of transportation. <br />Implementation <br />• Businesses <br />o Businesses will receive regular and timely communication for all aspects of the closure. <br />o Businesses could then decide how they want to participate in the closure to include <br />expanded spaces, hours, events, etc. <br />• RTD <br />o For the 2024 season, RTD will reroute their bus services down LaFarge. <br />o The City continues to explore long term options for bus routes, but LaFarge is the only <br />feasible option for RTD for the 2024 season. <br />• Alcohol <br />o Common consumption is unrealistic for the 2024 season as it requires the organization <br />of new entities, with a governing board, and some more lead time to get the needed <br />processes set up. <br />o Businesses could participate in communal dining block by block. City Staff can assist <br />participating businesses with their modifications and insurance needs to implement <br />communal dining. This would allow patrons to walk around within the block enclosure <br />with an alcoholic beverage. <br />o If businesses do not want to do either, they can temporarily modify their liquor license <br />to accommodate their extended patio like in previous years. <br />Agenda Packet P. 12 <br />
