<br />Planning Commission <br />Meeting Minutes <br />FEBRUARY 9, 2006 <br />Page 2 of 14 <br /> <br />Pritchard moved and Loo seconded a motion to continue the Highway 42 Mixed Use Zoning and <br />Design Standards and Guidelines to the March 9, 2006 public hearing. <br /> <br />Dalton inquired if the additional information would be ready for the next meeting because there <br />had been previous continuance requests. <br /> <br />Johnstone explained that a study session is being planned to be held with the City Council and <br />the Planning Commission. However, he is not sure that the meeting will be scheduled prior to the <br />March 9 and is therefore requesting a continuance to that date. <br /> <br />Motion passed by voice vote. <br /> <br />Regular Business - Public Hearing Items <br /> <br />~ Discussion / Direction, Sign Code Amendment; A discussion of proposed revisions to the <br />City's Commercial Sign regulations, as contained in Chapter 17 of the Louisville Municipal <br />Code (LMC) and the Commercial Development Design Standards and Guidelines (CDDSG) <br />. Posted in City Hall, the Louisville Public <br />Library, the Recreation Center and the Courts and Police Department Building on January 20, <br />2006. A special post card mailing to business owners that have an interest in the sign code <br />amendment was completed on January 20,2006. The agenda was posted on the City's web site <br />and at City Hall, the Louisville Public Library, the Recreation Center and the Courts and Police <br />Department Building on February 3,2006. <br /> <br />Conflict ofInterest and Disclosure: None <br /> <br />Staff Report of Facts and Issues: <br />Wood welcomed Gail Hartman as a new member to the Planning Commission. <br /> <br />Wood, using a power point presentation, discussed the following: <br />1) Intent of Sign Regulations <br />2) Scope of Review <br />3) General Requirements / Guidelines of the Louisville Municipal Code (LMC) and the <br />Commercial Development Design Standards and Guidelines )CDDSG) <br />4) Sign Illumination requirements of the CDDSG <br />5) Definition of signs found in the LMC <br />6) Types of Signs (Freestanding Monument Signs, Freestanding Pole Signs, Wall Sings, <br />Roof Signs, Window Signs, Temporary Signs, Vehicle Signs and Real Estate <br />(Residential and Commercial) Signs <br />7) Recent locations that have completed an amendment to the permitted signs through <br />the PUD process. <br />8) Staff Recommendations which included the following: <br />A. Encourage the use of internal pan-channel rather than back lit lighting as the <br />preferred method of illumination <br />B. Monument signs <br />i. Clarify Definition of freestanding monument signs <br />~ Prohibit signage with exposed support, poles, uprights, or bracing <br />
