Trail mapping, long trail maintenance and fiscal impacts on the City provided by the <br />Department of Land Management <br />. Analysis of encumbrances on all lands proposed for public dedication has been requested <br />of the applicant <br />. Neighborhood pocket parks to be discussed by the applicant. <br />. Potential pedestrian underpasses at SH 42 and South Boulder Road may be in the range <br />of$800,000 to $1,000,000. <br />. Discussions with the Fire District regarding the Fire Access and the use of round-a-bout. <br />. School Impacts provided by the Boulder Valley School District. <br /> <br />Wood reported that staff is requesting a continuance on the General Development Plan <br />Amendment and approval of the North End Preliminary Subdivision Plat and PUD Development <br />Plan subject to the twelve (12) conditions listed in the staff report dated February 23,2006. <br /> <br />Commission Questions of Staff: <br />During the staff review of the project the following questions were raised by Commission <br />members. <br /> <br />Lipton discussed how the range in dwelling units was derived at in the Comprehensive Plan. <br /> <br />Wood explained that the range is represented in the Framework Plan. He continued with <br />examples of how the range affects the number of permitted dwelling units. <br /> <br />Lipton continued with a discussion of population and how that had been included in the <br />Comprehensive Plan. <br /> <br />Wood explained that a population figure was not adopted in the Comprehensive Plan. <br /> <br />Lipton expressed that there is difference between how staff and the commission are calculating <br />the number of units. He requested that staff provide the spreadsheet that had been developed by <br />the Commission during the Comp Plan discussions. <br /> <br />Sheets stated that a range of units had been discussed during Comp Plan and that a comparison <br />should be done at this time for this project review. She also suggested that an analysis of the rest <br />of the sub-area should be done at the time build-out. <br /> <br />Hartman questioned the reduction of commercial space from 105,000 to 43,000 and how that <br />benefits the project. <br /> <br />Wood reviewed the Schempp General Development Plan and it having 17 acres of proposed <br />commercial space and the fiscal health and fiscal outcome as a benefit to the community. <br /> <br />Lipton had questions about the six (6) acres identified in Area #2 of the North End Properties <br />project. <br /> <br />Wood explained that Area #2 in part of the original North Louisville GDP and that GDP has a <br />very general description of permitted used. He advised the Commission that the proposed <br />development needs to be reviewed by Land Use Elements, the Transportation Element and the <br />Fiscal Health elements of the Compo Plan. <br /> <br />Dalton requested more information on the Hecla Lake regarding land ownership of the lake. <br />
