<br /> <br />CITY OF LOUISVILLE <br /> <br />September 10, 2002 <br /> <br />The City Council of the City of Louisville met in a study session at 7:00 p.m. in the meeting room of <br />the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. The following persons were <br />present - <br /> <br />City Council: Mayor Tom Davidson, Tom Mayer, Michele Van Pelt, <br />Don Brown, John Keany, Chuck Sisk, and Arnie <br />Levihn <br /> <br />Staff Present: Bill Simmons, City Manager <br />Julie Boyd, Deputy City Manager <br />Heather Balser, Assistant to the City Manager <br />Tom Phare, Public Works Director <br />Charlene Laus, Finance Director <br />Paul Wood, Planning Director <br />Cindy Lair, Land Management Director <br />Bruce Goodman, Chief of Police <br />Belinda Goebel, Administrative Assistant <br /> <br />Discussion/Direction – RFP for City of Louisville Refuse Collection <br /> Julie Boyd stated that, per Council direction, formal notice was published on July 28 of the City’s <br />intention to provide citywide trash & recyclable materials collection. State statues require this notice <br />to be published six months prior to initiating a city-provided trash & recyclable materials collection <br />program. In addition, staff sent letters to trash haulers currently doing business in Louisville, <br />notifying them of the City’s intention and inviting them to submit a proposal for providing such <br />contracted service to the City. <br /> <br />Discussion began on a proposed Request for Proposals (RFP) that is to be issued to trash haulers <br />interesting in providing citywide trash and recyclable materials collection for single-family residential <br />buildings within the City. The RFP is modeled after one used by Greenwood Village. Information <br />contained in the RFP includes: <br /> <br />Participation in the refuse collection system will be non-mandatory in that residents may opt <br />out of the collection system. However, collection fees will still be assessed for homeowners <br />wishing to have their refuse collected by a different hauler. <br /> <br />The city contains an estimated 5,866 single-family household units. Collection from <br />multifamily units is not included under this program. <br /> <br />The hauler shall provide collection containers to each customer, including collection <br />containers for recyclable materials. <br /> <br />
