SSSUM 2002 09 10
Discussion/Direction – South Sub Area Comprehensive Plan
Paul Wood provided a history on the South Sub Area Comprehensive Plan and selection of a project
manager. He stated that the comprehensive plan amendment is primarily focused on transportation
and land use, as well as the fiscal relationships between the two. The project manager’s scope of
work would include:


Tracking existing and projected land use and transportation trends


Providing costs for infrastructure improvements and prioritization of capital expenditures
versus the return on levels of service and overall reduction in roadway congestion


Construction land use scenarios and associated revenues to offset cost of infrastructure
improvements


Develop decision criteria to evaluate land use scenarios based upon community benefit, fiscal
position, and urban service impacts by providing two future land use build out scenarios (one
based upon current zoning & one based upon potential rezoning)
He explained that at the August 6, 2002 meeting of the South Sub Area Steering Group, there was
considerable discussion focused on whether residential land use would be a component of the market
study. He introduced Sean Connellan, a member of the South Sub Area Steering Group and the Vice
President of Corporate Shared Services for StorageTek.

Sean Connellan explained that StorageTek has been a member of the Louisville community for 32-
years. He stated that they have invited some individuals to share some proposed conceptual
ideas/visions at tonight’s meeting.

Carl Worthington, Oz Architecture, explained that the focus of his work is to assist communities
who are trying to reinvent themselves and provide answers to fractured services. He stated that you
should provide a balance of mixed uses that are more people/pedestrian oriented versus automobile
oriented. The mixed uses reduce traffic congestion, eliminating the need to budget for traffic
mitigation. He reviewed potential uses that StorageTek could develop on their site to help reduce
traffic.

Ray Pittman, Catellus Commercial Development Corporation, stated that they try to match the needs
of all stakeholders when preparing plans. He reviewed the benefits of each of the different uses.

Sean Connellan explained that StorageTek wants to work with the City of Louisville and the south
subarea plans to pursue a rezoning that would benefit both parties.

Mayor Davidson asked what specific types of development and what percentages of each type were
proposed.

Ray Pittman replied that they would be open to having Council tour the various projects they have
developed. He cited that there would probably not be large amounts of retail, approximately 200,000
– 300,000 sf, and between 500 – 2,500 high-end multifamily residential units.

3
