Case Manager: Paul Wood, Planning Director <br /> <br />Public Notice Certification: <br />Wood stated that the hearing was continued from the March 16, 2006 meeting and required no <br />new notice but was posted on the web site and in City Hall, the Louisville Public Library, the <br />Recreation Center and the Courts and Police Department Building. <br /> <br />Conflict ofInterest and Disclosure: <br />Sheets advised the Commission that residents of Louisville have talked to her and she has <br />advised them to bring their comments to the meetings or to put them in writing. <br /> <br />Hartman also stated that she had received emails. <br /> <br />McA vinew stated that since being reappointed to the Planning Commission he has checked out <br />and viewed the tapes of the previous four (4) meetings. He stated that he is planning to <br />participate in future discussions and decisions regarding this project. <br /> <br />The other Commissioners had no disclosures. <br /> <br />Lipton requested a motion to enter into record the set of emails that had been received by the <br />Planning Staff since the distribution of the meeting packets on April 6, 2006. Pritchard moved <br />and Loo seconded a motion to enter into the correspondences. Motion passed by voice vote. <br /> <br />Lipton reviewed the order of business as follows: Staff Report, Applicant Presentation and <br />Public Comment with each speaker limiting their comments to three-minutes. <br /> <br />Staff Report of Facts and Issues: <br />Wood reviewed the density table that was included in the staff report. <br /> <br />Discussion followed regarding the numbers within the table, where they had been taken from and <br />how they relate to the approved 2005 Comprehensive Plan. The discussion also addressed what <br />plans are in place for the parcel of land located within Lafayette at the southwest corner of <br />Baseline and 96th St. <br /> <br />Wood continued with a review of the Plan Set changes since the last meeting. His discussion also <br />included information regarding reports and / or communication with or from the Open Space <br />Advisory Board, the Louisville Housing Authority, and the Boulder Valley School District. <br /> <br />Commission Questions of Staff: <br />Lipton requested additional information on 'warranting' for a traffic signal, what triggers a <br />'warrant', how close is the intersection to being a 'warranted' intersection. He requested that <br />Tom Phare, Director of Public Works attend the next hearing to address those topics. <br /> <br />Loo had questions regarding the dedication of the irrigation ditch, and how pocket parks in other <br />subdivision of Louisville are managed <br /> <br />Wood explained that the dedication of that area, approximately 3.5 acres, would be in addition to <br />the minimum required 15% land dedication. Wood stated that in the Coal Creek Ranch area there <br />are pocket parks that are owned by the City yet are maintained by the Homeowners Association. <br />
