<br />Planning Commission <br />Meeting Minutes <br />APRIL 132006 <br />Page 4 of 15 <br /> <br />Dalton asked how soon Staff and the applicant could have the eleven (11) conditions that were <br />listed in the staff report addressed or finalized. <br /> <br />Wood explained that the majority of the outstanding issues would be completed prior to the final <br />submittal for the project. <br /> <br />Lipton asked when the bulk / massing would be addressed. <br /> <br />Wood stated that the applicant would address that during the final submittal process. <br /> <br />Loo stated that the newspaper had reported that the two communities (Louisville and Lafayette) <br />were working on some type of open space agreement. She asked what does the staff know about <br />the agreement. <br /> <br />Wood stated that there is no proposal for open space. <br /> <br />Applicant Presentation: <br />Michael Markel, 5723 Arapahoe, Boulder advised the Planning Commission that he had <br />representative (transportation engineer, civil engineer and fiscal analysis) available at the <br />meeting to discuss their areas of expertise. He continued with an overview of the project that <br />included the following discussion points: Open Space, Adjacent Retail impact, Cultural Arts, <br />Housing Density, Hecla Dam and Water Storage, Estimated Traffic Generation, Connectivity to <br />Louisville and Lafayette, Economic Development and the Fiscal Health of the development. <br /> <br />Lipton requested copies of the Estimated Traffic Generation be made available to the Planning <br />Commission prior to the next meeting. <br /> <br />Members of the Public: <br />Josie Krammes, 375 S. Jefferson, Louisville, discussed the proposed Cultural Center. <br /> <br />Amy Austin, 1123 W. Enclave Cr, Louisville, stated her support for the project as well as the <br />proposed Cultural Center. <br /> <br />John Leary, 1116 Lafarge, Louisville, briefly discussed the fiscal study and requested a meeting <br />time so a more detailed analysis of the fiscal impacts. <br /> <br />Jen Lowe, 749 Paschal Dr., Lafayette, stated that those living on Paschal had been left out of the <br />loop regarding notification. She expressed concern with density, traffic, open space needs and a <br />buffer zone between the two communities. <br /> <br />Callan Childs, 701 Garfield, Louisville, discussed the need for affordable housing units and the <br />North End project is a good location for those units because of its close proximity to shopping, <br />the proposed FasTrack. <br /> <br />Deborski asked how many units would the Housing Authority recommend as affordable and <br />where or how is funding available. <br /> <br />Childs stated that 10% of the units would be a good target for affordable units and the funding <br />for affordable housing is available from multiple sources. <br /> <br />Don Atwood, 298 S. Taft Ct, Louisville, discussed concerns with the Cultural Arts Center and <br />also asked what other groups has Markel talked to regarding the facility. <br /> <br />Commission Comments and Direction: <br />Lipton requested a continuance of the hearing, discussed with Staff the proposed agenda items <br />
