<br /> <br />CITY OF LOUISVILLE <br /> <br /> <br /> <br />November 9, 2004 <br /> <br />The Study Session held Tuesday, November 9, 2004 began at 7:00 p.m. with Council Members Don Brown, <br />Dave Clabots, Jay Keany, Arnold Levihn, Sheri Marsella, Michele Van Pelt and Mayor Chuck Sisk present. <br /> <br />Board of Appeals – Mayor and City Council thanked the Board for their service to the City. Mike Jones, Chief <br />Building Official introduced the building staff to City Council, as there are new additions to the Building Safety <br />Division. Mike discussed the recent increase in processing of roof permits due to work resulting from recent <br />hail damage. Additionally, he suggested that the Board and staff would like to recommend requiring testing for <br />licensing of contractors in the City. A number of municipalities require such standards and such a requirement <br />could improve the quality of work in Louisville. Additionally, testing may reduce the workload of inspectors <br />addressing questions from contractors with limited knowledge of the building code. The City Council suggested <br />the board do some research on the cost, administration and logistics of providing such a testing requirement <br />and report back to City Council with a recommendation on the proposed licensing change. <br /> <br />Superior Town Center Proposal – Michael Carmichael and Jim Chanin from the Avalon Group, LLC <br />attended the meeting to discuss potential development plans for the Biella Menkick property. Bruce Williams, <br />the Superior Town Manager also attended the meeting. The property is subject to an IGA with Louisville which <br />contains a sales tax sharing provision stipulating that 50% of any retail tax revenue generated on the property <br />must be given back to the City of Louisville. The developers envision developing the area in the Town Center <br />concept articulated in Superior’s Comprehensive Plan consisting of a mixed use development to include retail, <br />restaurant and residential within a pedestrian friendly environment. The area would also compliment the <br />proposed transit services in the area. The developers have not prepared site plans as they are awaiting the <br />amendment of the IGA to allow for a residential component to facilitate the Town Center concept. Mayor and <br />City Council articulated the need for verbiage in the IGA stating the following requirements; <br />1) A minimum of 250,000 square feet of retail on the site <br />2) A phasing approach which requires that retail be built prior to the residential development <br />3) A maximum allowable number of residential units <br />4) A non-compete clause <br /> <br />The Town of Superior has prepared an amendment to the IGA addressing those issues and has recently sent <br />the document to Louisville staff for consideration. The City Attorney will review the draft and suggest changes <br />prior to City Council consideration of the document at the December 7 regular City Council meeting. <br /> <br />Signal Warrant Analysis – David Woolfall from Carter and Burgess presented the results from the Louisville <br />Signal Warrant Analysis. Based on the results Pine and Via Appia, along with Dillon and Pierce warrant a <br />signal based on traffic volumes alone. The intersection at Pine Street and Via Appia has experienced the <br />greatest number of accidents of the six intersections tested. City Council discussed whether the traffic volumes <br />truly warrant a signal at any of the intersections and suggested staff look at alternative traffic mitigation efforts <br />on Via Appia and the other intersections to mitigate high speeds such as round abouts, speed display signs <br />and other methods. City Council asked staff to present the results of the report at the regular January 18 City <br />Council meeting as well as to provide an aerial overlay of a round about at Pine and Via Appia as well as Tyler <br />and Via Appia and the cost for such structures. <br /> <br /> <br />Public Works Items – <br /> <br />
