November 9, 2004 Study Session <br /> <br /> <br /> Proposed Backflow Prevention Ordinance. Tom Phare, Public Works Director summarized the <br />ordinance and explained that the purpose of the ordinance is to comply with Health Department <br />requirements and begin a formal testing program with industrial and commercial users. No additional <br />staff is expected to be required at this point, and annual testing can be accomplished as part of the <br />plan review process with the building department and public works staff. It is anticipated that the <br />ordinance will be presented to the City Council for consideration in January or February of 2005. <br /> <br /> <br /> Proposed Stormwater Ordinance. This ordinance will adopt regulations in compliance with EPA <br />Phase II Stormwater Regulations, under the Federal Water Pollution Control Act and the CDOPHE, <br />Water Quality Control Act, and must be in place by December 31, 2004. The ordinance will regulate <br />and monitor construction activities and will require the submittal of a Stormwater Management Plan. <br />Residents will be impacted through restrictions on materials from private property discharged into the <br />storm sewer through gutters and inlets, and the focus will be on education. It was noted that the water <br />from storm sewers drains directly into Coal Creek, and does not pass through the waste water <br />treatment plant. This ordinance will be scheduled for review by the City Council at the December <br />meetings. <br /> <br /> <br /> Proposed Street and Rights of Way Ordinance. Changes to the existing ordinance will impose stricter <br />requirements on companies working on utilities within the City’s streets and rights of ways. It also <br />tightens the permit process for residents to store landscape materials on streets and place dumpsters <br />in rights of way, which have created problems in the past. This ordinance will be scheduled for <br />consideration by the City Council in January, 2005. <br /> <br />Proposed 2005 Budget. Patty Leslie, Finance Director noted that changes made to the budget since it was <br />last reviewed by the City Council include the addition of the Impact Fee Fund. Appropriations to that fund will <br />be done later in 2005 through a resolution for supplemental appropriations, based on information that will be <br />compiled. The Council noted that the request for funding by the Housing Rehabilitation Emergency Funding <br />grant from Longs Peak Energy Conservation should be included with the regular application process for a <br />donation request. The draft budget includes $20,000 to be allocated for donations, and the requests will be <br />considered at the December 7 Finance Committee meeting. Patty will provide a spread sheet of the donation <br />requests to all Council members for review. The budget is scheduled for consideration at the regular Council <br />meeting of November 16. <br /> <br />City Manager Items. The schedule of anticipated advance agenda items was distributed, with the schedule of <br />meetings for the next month. An e-mail summary of the stakeholder meeting held for discussion of additional <br />soccer fields, prepared by the Director of Land Management, will be distributed to Council members. <br /> <br />Other Items.
