<br /> <br /> <br />CITY OF LOUISVILLE <br /> <br />December 14, 2004 <br /> <br />The City Council of the City of Louisville met in a study session at 7:00 p.m. in the <br />meeting room of the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. <br />The following persons were present - <br /> <br />City Council: Mayor Chuck Sisk, Arnie Levihn, Sheri <br />Marsella, Don Brown, and Michele Van Pelt <br /> <br />Staff Present: Bill Simmons, City Manager <br /> Tom Phare, Heather Balser, Belinda Goebel <br /> <br />Report from Tom Plant – Center for Resource Conservation <br />Tom distributed information regarding ReSource Demolition Bond, a program to greatly <br />increase the construction materials diverted from the landfill. He suggested that Council <br />adopt an ordinance to offer incentives and encouragement to reuse building materials. <br /> <br />Kara Csibrik, water program manager, provided the results of the 2004 irrigation audit <br />performed in Boulder County. The information is used to provide customized watering <br />plans for interested residents. The audit was also available to HOAs. Sixty-five audits <br />were performed, 37 residential, 27 parks, 1 HOA. There are 238 people in Boulder <br />County on the waiting list for audits in 2005. <br /> <br />She explained that 95% of the zones audited did not meet 50% distribution standards, due <br />to misaligned, blocked or broken heads; different types/brand heads on same zone; or too <br />high pressure (70% too high). The results show the majority are over watering. <br /> <br />Council discussed how to get the information from the audits out to the residents. <br /> <br />Review Changes to draft IGA with Town of Superior (Biella Menkick) <br />Copies of the latest draft IGA were distributed to Council. Bill Simmons reported that <br />staff met with members of Superior staff to discuss the IGA. He reviewed the latest <br />changes with Council and stated that staff is scheduled to meet with members of Superior <br />staff on Thursday (12/16) to continue discussions. <br /> <br />The changes are: <br /> <br /> <br /> <br />In the fifth stanza “mixed use is not anticipated to contain more than 2000 <br />dwelling units.” Council felt the statement was not enforceable and questioned the <br />clarity of the statement. <br /> 1 <br /> <br />
