Policy 2.4 Expand residential use options to include categories for residential <br />densities greater than 6 units per acre for Traditional Neighborhood Design or <br />mixed -use developments. The Town shall ensure densities are compatible with <br />adjacent land uses, transportation networks and recreational opportunities. <br />Policy 2.5 Prohibit the development of gated communities that deny public <br />access. Development submittals that include limited public access shall be denied. <br />Policy 2.6 Require new residential development to establish homeowners <br />associations to assume responsibility for the maintenance of landscaping, parks, and <br />mutually owned parcels as well as the enforcement of covenants. <br />Goal 3: Develop the Town Center as the primary specialty shopping, office, <br />entertainment district of Superior that encourages pedestrian activity throughout the <br />day and evening. <br />Goal 3: Develop the Town Center as the primary specialty shopping, office, <br />and entertainment district of Superior. <br />Discussion: The potential of the Town Center lies in concerted efforts to promote <br />and protect the Town Center from the impacts of "big box" retail development and pad <br />sites typically associated with large scale, automobile- oriented, regional commercial <br />development. Priority shall be placed on the role of the Town Center as the <br />neighborhood commercial, entertainment, and pedestrian center of the Town. <br />Development opportunities shall be identified through the application of the town's <br />vision to capture the unique attributes of the site and to promote pedestrian /bicycle <br />accessibility. Opportunities for specialty shopping, restaurants, professional offices, <br />residential opportunities, and civic uses should be maximized.
