<br />Planning Commission <br />Meeting Minutes <br />APRIL 20 2006 <br />Page 6 of 17 <br /> <br />Phare stated that the HWY 42 access study has identified that a 4-lane will be needed along that <br />route. How that will be paid for has not been addressed. He reminded the Commission that the <br />HWY 42 is a CDOT facility. <br /> <br />Loo stated that she had questions on Hecla Lake but we are discussing traffic. <br /> <br />Markel requested that if the hearing is going to be continued he would like to have some <br />additional consultants available at the next meeting (fiscal study). They were unable to attend <br />this evening because of prior commitments. <br /> <br />Lipton inquired of Staff if the City had done a fiscal analysis. <br /> <br />Wood replied that the City's Finance Department has done a Fiscal Analysis. <br /> <br />Lipton requested that the Finance Director be present at the next meeting to discuss the report <br />and answer the Commission questions. <br /> <br />Dalton asked Markel how many bedrooms are in the development. <br /> <br />Markel replied between 1050 to 1112 bedrooms. <br /> <br />Loo expressed concerns with the land dedication of Hecla Lake. She asked if Staff supports it. <br /> <br />Wood replied that staff had requested additional information from Markel. The additional <br />information is vital to the land dedication requirement because it could be a condition of <br />approval. <br /> <br />Lipton requested that Public Works and Planning develop the wording for a condition of <br />approval. <br /> <br />Markel reported that he is working with the last of the interested parties, Water Rights and <br />Storage, for Hecla Lake. <br /> <br />Deborski asked if the ditch dedication is unencumbered. <br /> <br />Wood stated that is encumbered. The ditch will need to be piped by the developer and there have <br />been discussions regarding that with Land Management. <br /> <br />Deborski inquired about the conservation of the Cottonwood trees in the ditch area. <br /> <br />Wood stated that Land Management has been looking into what can be done to conserve the <br />trees or if they will have been removed. <br /> <br />Hartman asked Markel how they had determined where to place the pocket parks. <br /> <br />Markel replied that they were centrally located, close to the bike path and or sidewalks and <br />would provide good views. <br /> <br />Hartman asked if Planning Area 2, close to South Boulder Road, had any park areas. <br /> <br />Markel stated that the proposed Cultural Center is in that area and the detention pond area is also <br />planned to serve as an informal playing field. <br /> <br />Sheets asked if there is going to be any green space between the units. <br /> <br />Markel stated that there would be small landscaped yards. <br />
