<br />Planning Commission <br />Meeting Minutes <br />APRIL 20 2006 <br />Page 5 of 17 <br /> <br />Lipton inquired of Arinello if he was aware of any development in Lafayette that would have an <br />impact on the traffic on HWY 42. <br /> <br />Arinello discussed the current traffic volume on HWY 42 and that he was not aware of other <br />parcels to be developed. <br /> <br />Deborski asked when the last traffic counts were done. <br /> <br />Arinello stated it was February 2005. <br /> <br />Deborski inquired if the counts are seasonal. <br /> <br />Arinello confirmed that they are seasonal and do not include the traffic that has been added with <br />the new Balfour project, The Lodge. <br /> <br />Loo inquired about the cost of a signal. <br /> <br />Arinello stated approximately $200,000 to $300,000. <br /> <br />Hartman inquired as to what impact the number of accidents and a fatality would have on the <br />warrant. <br /> <br />Arinello stated that the number and type of accidents in one year and a fatality would have an <br />impact on the warrants. <br /> <br />Pritchard discussed with Arinello the level of service (LOS) and what other improvements, not <br />just a signal, would need to be completed. <br /> <br />Arinello stated that a signal will not solve the problem. The project will require more thru and <br />turning lanes. <br /> <br />Tom Phare, Public Works Director, discussed the City's working relationship with CDOT and <br />their indication to the City that grant money could be available for congestion management <br />within 1300 feet of that intersection in 2008 or 2009. Sometimes CDOT is considered to be <br />conservative regarding the installation of traffic signals but they need assurance that the traffic <br />volume will be there before a signal is installed. <br /> <br />Lipton discussed the commercial development along South Boulder Rd. and asked Phare what <br />conditions or concerns should the Commission be considering. <br /> <br />Phare stated that the regional traffic will be greater than what the project will demand. <br /> <br />Lipton inquired about the LOS on Hecla. <br /> <br />Phare stated that traffic volume is not a concern at this time but the pedestrian traffic is a <br />concern. With the additional development of more independent living units on the south side of <br />Hecla the pedestrian traffic will become even more of a concern. <br /> <br />Loo inquired if the City and Lafayette are working cooperatively on addressing the traffic <br />concerns. <br /> <br />Phare discussed the cooperative effort that was done for Cimarron Dr. and the IGA associated <br />with that proj ect. <br /> <br />Dalton discussed that the LOS will not improve on HWY 42 at Paschal unless additional lanes <br />are added. Dalton inquired if that is in the long range plans for the City or for Lafayette? <br />
