The Historic Preservation Commission recommends the City Council <br /> consider two new benefits from the HPF to encourage owners to landmark their <br /> properties. If approved, these new benefits would be presented at the May 8 landmark <br /> workshop. Both of the new incentives would become automatically available to property <br /> owners who landmark their property pursuant to Chapter 15.36 of the LMC. The new <br /> incentives are described as follows; <br /> 1) A $1,000 incentive to owners that landmark their property. While property <br /> owners would be encouraged to use these incentives to enhance and preserve <br /> the historic character of their homes, this incentive would have no conditions <br /> attached other than landmarking. <br /> 2) $5,000 to landmarking owners who apply for the incentives within one year, <br /> and can show the incentive will be used for the purposes of preserving, restoring, <br /> rehabilitating, or protecting the landmarked property. The Historic Preservation <br /> Commission would review all incentive proposals and make recommendations to <br /> the City Council for approval or disapproval. <br /> The $5,000 incentive would allow for more basic types of property maintenance. If <br /> approved for the $5,000 incentives, the property owner would also be able to apply for <br /> other incentives from the HPF. These incentives would be available for residential or <br /> commercial properties, although they were developed more specifically for residential <br /> resources. The HPC may approach Council again in the future with a package more <br /> specific to commercial properties. The Planning Department would be responsible for <br /> processing applications for the incentives and releasing the funds. <br /> Mike Koertje, 887 Welsh Court, Louisville, CO, Historic Preservation Commission <br /> Chairperson spoke on behalf of the Historic Preservation Commission and urged <br /> Council to consider the incentive program as outlined by the Historic Preservation <br /> Commission by passing Resolution No. 20, Series 2010. He voiced his excitement over <br /> the outreach workshop scheduled for May 8. <br /> Mayor Sisk commended Mr. Koertje on the recent article he wrote. <br /> Mayor Pro Tem Marsella voiced her support for the incentive program. She asked <br /> whether incentives for historic preservation will be a priority for the Historic Preservation <br /> Commission and whether the requests would come before the Council or the Planning <br /> Commission. Mr. Koerjte confirmed the requests for incentives will be a priority for the <br /> Historic Preservation Commission. He stated the $1,000 incentive would be handled <br /> administratively, however based on the ballot language; the $5,000 incentive would <br /> require Council approval. <br /> Councilor Dalton stated the $1,000 incentive would be approved as an administrative <br /> process and the $5,000 incentive should require Council approval. He did not support a <br /> "routine" maintenance incentive and viewed that as simple house maintenance. <br />
