City Council <br /> Meeting Minutes <br /> April 20, 2010 <br /> Page 9 of 12 <br /> Councilor Muckle favored the incentive concept because of its simplicity. He supported <br /> the clause of "routine" maintenance and noted a significant restoration project could be <br /> the prep work for exterior painting or preserving the siding. <br /> Councilor Clabots suggested taking out the word "routine Mr. Koertje explained the <br /> $5,000 grant would be a one -time incentive associated with landmarking. <br /> Mayor Sisk supported the Historic Preservation Commission's recommendation. He <br /> asked whether homes already Iandmarked are eligible for the $5,000 incentive. Mr. <br /> Koetje stated the HPC contemplated the $5,000 incentive for future restorations and not <br /> for a previously Iandmarked property. He explained it would only affect one home. <br /> Mayor Sisk favored including the property Iandmarked earlier. Mayor Pro Tem Marsella <br /> asked if the term could be extended to enable that person to file for the incentive. Mr. <br /> Koertje stated the HPC would not object, nor would they object to grandfathering the <br /> property. <br /> Councilor Muckle asked if the ballot language would allow the $1,000 incentives to be <br /> handled administratively. City Attorney stated Council approval of the Resolution would <br /> provide administrative approval for the $1,000 incentive. <br /> Councilor Dalton withdrew his objection to the clause of "routine" maintenance. <br /> MOTION: Councilor Muckle moved to approve Resolution No. 20, Series 2010, <br /> seconded by Councilor Sackett. Roll call vote was taken. The motion carried by a vote <br /> of 7 -0. <br /> ORDINANCE No. 1571, SERIES 2010 AN ORDINANCE AMENDING SECTIONS <br /> 3.24.030 AND 3.24.080.B OF THE LOUISVILLE MUNICIPAL CODE TO REVISE THE <br /> DEFINITION OF ENHANCIED SALES TAX USED FOR PURPOSES OF THE TAX <br /> AND FEE BUSINESS ASSISTANCE PROGRAM AND TO CONFIRM EXCLUSION OF <br /> HISTORIC PRESERVATION TAX REVENUES FROM SUCH PROGRAM SET <br /> PUBLIC HEARING 5/4/10 <br /> Mayor Sisk requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1571, Series 2010. <br /> MOTION: Mayor Sisk moved to approve Ordinance No. 1571, Series 2010 on first <br /> reading, ordered it published and set a public hearing for May 4, 2010, seconded by <br /> Mayor Pro Tem Marsella. All were in favor. <br /> RESOLUTION No. 21, SERIES 2010 A RESOLUTION APPROVING A BUSINESS <br /> ASSISTANCE AGREEMENT WITH MAIN STREET DRINK AND DINE LLC FOR <br /> REINVESTMENT AND ATTRACTION OF A NEW RESTAURANT AT 701 MAIN <br /> STREET IN THE CITY OF LOUISVILLE <br />
