<br />Planning Commission <br />Meeting Minutes <br />May 11 , 2006 <br />Page 5 of 12 <br /> <br />. Balfour Senior Living currently employees 225 employees and has 300 residents of <br />which 10-20% are from Louisville. <br />. Most popular unit size for the Lodge was the I-bedroom and 1 or 1 1Iz baths with <br />approximately 750 SF. <br />. Discussion included details of the site plan for the units, architectural character of the <br />buildings, landscaping and that each unit will have a terrace. <br />He also noted that he accepts the three conditions as detailed by staff. <br /> <br />Commission Questions of Applicant: <br />Michael Deborski inquired about a proposed underpass at HWY 42 and would Balfour share in <br />the cost. <br /> <br />Wood stated that the Land Management Department has not identified a specific location for an <br />underpass and until that is done it is not possible to determine what type of recovery cost if any <br />would be required. <br /> <br />Loo asked who paid for the underpass on South Boulder Road. <br /> <br />Wood replied that the City had paid for that underpass. <br /> <br />Loo discussed with Schonbrun the proposed sidewalk along HWY 42, the proposed 5' width of <br />the sidewalk and her personal experience of trying to walk beside a person in a scooter. <br /> <br />Schonbrun stated that he is eager for a sidewalk along HWY 42 and the final width of that <br />sidewalk will be determined by the study that is being done for HWY 42 and any road alignment <br />changes that might occur as a result of that study. He also stated that he would go back to do <br />additional research of the recommended sidewalk widths when the use would include users in <br />wheelchairs and motorized scooters. <br /> <br />Members of the Public: None <br /> <br />Commission Questions of Staff and Applicant: None <br /> <br />Public Hearing Closed / Commission Comments: <br />Dalton, Hartman, Loo, Lipton, Pritchard and McAvinew all stated that they support the project. <br /> <br />Deborski stated that he too supports the project and would also support a recommended change <br />to the sidewalk width. <br /> <br />Dalton moved and Pritchard seconded a motion to approve Resolution No. 18, Series 2006, a <br />resolution recommending approval of a final subdivision replat for Lots 4 and 5 of the Alvenus <br />Subdivision, and a final PUD development plan for 107,875 SF of development in a three-story, <br />senior independent living facility and 17,398 SF of development for a two-story independent <br />living facility with three conditions: <br />1) That an Ordinance vacating the access easement shared between Lots 4 and 5 shall be <br />coordinated with the City Council final review for this project; <br />2) That the note on the cover sheet shall be modified from "open space" to "landscaped <br />coverage" so as not to be confused with publicly dedicated open space; <br />3) The fire emergency fire lane shall be designed and constructed of hard surface to <br />withstand the weight of the heaviest fire apparatus of the Louisville Fire Protection <br />District. The Fire District is requesting review and final sign off of an engineered <br />construction drawing of the proposed fire lane. <br />
