City Council <br /> Meeting Minutes <br /> July 20, 2010 <br /> Page 4 of 9 <br /> COUNCIL COMMENTS <br /> Mayor Pro Tem Marsella stated her understanding the projection only extends to the <br /> first year. She asked if there is a problem with the use tax projection being too high. <br /> City Manager Fleming suggested the public might perceive a problem if the projection is <br /> too high. Finance Director Watson explained the City wants the estimate to be high <br /> enough so it is not necessary to refund revenues that could be higher than anticipated. <br /> Councilor Muckle inquired about the results of the phone survey and the number of <br /> emails received from the residents. City Manager Fleming stated approximately 20 <br /> emails have been received to date, with roughly 2/3 in favor and 1/3 in opposition. With <br /> respect to the phone survey the results were split evenly. <br /> Mayor Sisk stated a number of people have said in this economic situation, they do not <br /> need any new taxes. He felt the public has a right to vote on the issue and he favored <br /> referring the measure to the voters. He voiced his belief the Council must decide how <br /> the funds would be spent, should the measure pass. He stressed the importance of <br /> adequately funding projects and creating a "Rainy Day Fund." He noted the ordinance <br /> was amended to include a use tax on rental units. He thanked City Manager Fleming <br /> for his work on the issue. <br /> Councilor Sackett had conversations with citizens relative to the use tax and some were <br /> supportive and some not. He felt the citizens have a right to vote on the measure. <br /> Mayor Pro Tem Marsella heard from residents who support a use tax because it may <br /> reinstate City services and events, which make Louisville special. She noted the City <br /> must diversify their revenue stream. <br /> Councilor Muckle emphasized the results of the survey and stated it is a timely issue <br /> when a number of large developrnents will be coming to the City. <br /> Councilor Dalton stated many residents support the use tax, many not. Small <br /> businesses have told him they oppose a use tax. Many citizens would like to see the <br /> City events reinstated. He is not convinced a new tax is necessary, but he supports <br /> putting the measure on the ballot so the voters can decide. <br /> MOTION: Mayor Pro Tem Marsella moved to approve Ordinance No. 1575, Series <br /> 2010 with second reading amendments, seconded by Councilor Yarnell. Roll call vote <br /> was taken. The motion passed by a vote of 7 -0. <br /> RESOLUTION NO. 41, SERIES 2010 A RESOLUTION CALLING A SPECIAL <br /> ELECTION FOR NOVEMBER 2, 2010, TO BE CONDUCTED AS A COORDINATED <br /> ELECTION, FOR THE PURPOSE OF SUBMITTING A TABOR BALLOT ISSUE TO <br /> THE REGISTERED ELECTORS OF THE CITY <br />
