City Council <br /> Meeting Minutes <br /> August 17, 2010 <br /> Page 6 of 7 <br /> DISCUSSION /DIRECTION /ACTION APPROVAL OF ADDITIONAL STREET <br /> RESURFACING SEGMENT OF SOUTH BOULDER ROAD FROM SH 42 TO <br /> LAFAYETTE CITY LIMITS <br /> Mayor Sisk requested a Staff presentation. <br /> City Manager Fleming explained completing the work at this time enables the City to <br /> take advantage of the competitive environment, avoid mobilizing again at a later date <br /> and highly likely to be more cost effective than waiting to do the work later. <br /> Public Works Director Phare explained the City Staff is requesting authorization to add <br /> an additional $256,640.38 to this years' repaving project. The work would consist of <br /> street resurfacing construction for the segment of South Boulder Road between SH42 <br /> and Lafayette's east City limits. Construction documents were prepared and proposals <br /> requested from contractors already under contract with the City. The concrete <br /> replacement work would include median landscaping. If approved the concrete work <br /> could begin in a week or two and the paving project could begin in three to four weeks, <br /> with a completion date by the end of September. In order to fund this project, funds are <br /> available in the Capital Project Fund and in the South Boulder Road /Highway 42 Project <br /> Fund however some projects may have to be scaled back in the next five years unless <br /> the City's revenues increase. <br /> COUNCIL COMMENTS <br /> Councilors inquired about the completion date for the Highway 42 Project. Public <br /> Works Director Phare explained the project is scheduled to be completed the first part of <br /> October. He noted due to utility issues, the project is two weeks behind. <br /> Councilors expressed concern over a single bid for this project and inquired what <br /> analysis was done. Public Works Director Phare explained Staff analyzed the pricing of <br /> reconstruction work, the Highway 42 pricing, historic pricing and pricing for similar work. <br /> He felt overall, it is a good value in Tight of the fact there will not be any remobilizing. He <br /> noted the project would not have been budgeted until 2012. <br /> MOTION: Mayor Pro Tem Marsella moved to authorize Staff to issue change orders for <br /> resurfacing a segment of South Boulder Road from SH 42 to the Lafayette City Limits to <br /> Northstar Concrete in the amount of $49,192.38 and to Asphalt Specialties Company <br /> Inc. in the amount of $207,448. Councilor Dalton seconded the motion. Roll call vote <br /> was taken. The motion carried by a vote of 6 -0.
