City Council <br />Study Session Summary <br />September 14, 2010 <br />Page 4of 4 <br />Staff researched other communities within Boulder County; Cities of Boulder and <br />Lafayette (at the discretion of the Community Development Director) have an <br />administrative review process. <br />Council and staff present suggested staff present this proposalto the Louisville <br />Chamber and Downtown Business Association (DBA) to get their buy-in. <br />Discussion –Solar Power Purchase Agreement <br />Director, Tom Phare, and Facilities Manager, David Szabados, presented <br />information related to the details of the Solar Power Purchase Agreement <br />(SPPA). The review was intended as an extension to the discussion from the <br />th <br />September 7City Council Meeting. An SPPA is a contract through which the <br />City buys electricity generated by a solar PV system installed at a specific facility. <br />The PPA specifies the cost and other terms under which the City agrees to <br />purchase the solar generated power. The PPA also typically covers two other <br />parties: the vendor that installs,operates and maintains the system, and a third <br />party that finances and owns the system. Discussed pros and cons, some ideas <br />to look at that hadn’t previously been thought of, and what the cost savings would <br />be for the City. The Public Works staff pointed outthis PPA is really only dealing <br />with 7% of the power generated bythe City; staff has to designatea 10,000 to <br />15,000 sq. foot piece of land for the site; and the significant early termination fee <br />if that was to occur. The Mayor wanted to know how our PPA compares to other <br />communities. It was pointed out that Boulder County paid more upfront, but <br />jumped in early and received a bigger credit. <br />th <br />The Solar Power Purchase Agreements will be rescheduled for the October 5 <br />City Council Meeting. <br />City Manager Items and Future Agenda Items <br />The City Council AdvancedMeetingAgenda was reviewed, some edits were <br />made and some discussion took place relating to the changes. The advanced <br />agenda will be updated and distributed to Council on 9/15/2010. <br />Meeting adjourned at8:45p.m. –Next Meeting,September 28, 2010 <br />
