City Council <br />Study Session Summary <br />September 14, 2010 <br />Page 3of 4 <br />Emerging Projects –2010/2011 <br />Conoco Phillips – <br />Fall 2010/Winter 2011 <br />Livable Streets Plan and Policy – <br />Staff to develop a policy. The <br />Downtown Parking and Pedestrian Action Plan is a foundation for <br />downtown, and then moving on to neighborhood by neighborhood. <br />Planning Commission members encouraged staff to workwiththe <br />Louisville Fire District on traffic calming and to be very thoughtful with <br />decisions. <br />Planning Commission members, Council and staff talked about acrossing <br />atMcCaslin andWashington. Commission members encouraged staff to <br />look for federal funds to support an underpass at this location, and <br />believes more police traffic enforcement at this location is necessary, <br />wants a highly publicized public process to determine what will work best <br />for this crossing and how to fund it. Suggested potential help from <br />DRCOG. <br />Revisit Special Review Uses (SRU) – <br />Planning staff has initiated <br />stnd <br />discussions regarding administrative review. Ordinance, 1and 2 <br />reading, plannedfor November/December. <br />Periodic Updates to the Louisville Municipal Code – <br />clarifying some <br />codes as staff time permits. <br />Jefferson Place –Historic Inventory (Historical Building Survey) – <br />City received grant from the State Historical Fund. It is an historical <br />building survey to identify historical resources and resources that are <br />eligible for landmarking either locally with the state or nationally. <br />Update/Discussion –SRU Administrative Review Criteria <br />Planning Director, Troy Russ, presented some background and information to be <br />considered for a possible amendment to the Louisville Municipal Code (Section <br />17.40) to allow for an administrative procedure for Special Review Uses. The <br />Planning Commission requested that City staff look at alternatives to the current <br />Special Review Use process due to thenumber ofrecent Special Review Uses <br />brought forward because of the outdoor patios. The average SRU takes <br />between 60 to 90 days; the patios averaged 60 days. Staff reviewed over the <br />last 5 years of all the SRUs going to the Planning Commission, and not a single <br />one was denied. With the implementation of an administrative review, the <br />average number of days for an SRU could be reduced to a 21 day review. <br /> <br />
