City Council <br />Study Session Summary <br />September 14, 2010 <br />Page 2 of 4 <br />construction. The Request for Proposals will go out in November of this year <br />with an expected start of Spring 2011. The bus slip ramps will allow buses to <br />move easily on and off the highway at Table Mesa, and these improvements will <br />help cut travel time for bus riders along the corridor. The project is being funded <br />by $3.5 million of SB-1 funding and a matching $3.5 million from RTD. <br />US 36 Queue Jumps – Queue Jumps allow buses to go around the current flow <br />of traffic by providing an additional travel lane for high occupancy vehicles (HOV) <br />and a signal allowing vehicles in the HOV lane to proceed through the <br />intersection prior to other traffic. Queue Jumps are being built at four <br />th <br />intersections along the US 36 corridor; McCaslin, 96 Street, Church Ranch and <br />Sheridan. The Queue Jumps are part of the FasTracks US 36 BRT project. The <br />presentation focused on the two locations nearest to Louisville (McCaslin and <br />th <br />96 Street) where Queue Jumps will be added on the west bound side of US 36. <br />Improvements included in the addition of the Queue Jump at McCaslin will be an <br />extension of the west bound acceleration lane by 1,100 feet. <br />All of the improvements related to the addition of the Queue Jumps are being <br />made in the Right-of-Way. The plan for the project is to bid later this year with <br />construction to begin in the first quarter of 2011. In 2009, RTD received $7.5 <br />million from the American Recovery and US 36 BRT project. This $7.5 million <br />will fund the four Queue Jumps along US 36. <br />These improvements along the US 36 corridor should save RTD commuters <br />travel time along the stretch of the highway. <br />Update/Discussion – Louisville Revitalization Commission <br />Troy Russ, Planning Director, presented the Highway 42 Revitalization Plan, <br />presenting the 5 Step Work Plan focusing on the development opportunities <br />today for proceeding in advance of transit. <br />Step 1: The Arnold Property – located on the southwest corner of Highway 42 <br />and South Boulder Road. This corner is a good location for future <br />redevelopment. City staff is working with CDOT and has received conceptual <br />approval for a signal on Highway 42 near Cannon Circle and is working on the <br />possibility of a new signal along South Boulder Road just west of the Highway 42 <br />intersection that would align the entrance to Christopher Plaza to Cannon Circle. <br />Step 2: Connection to Downtown – currently the feel of the center portion of <br />Highway 42 between South Boulder Road and Pine is industrial. The plan would <br />be to change to residential and office-friendly with retail opportunities focused on <br />the corners of South Boulder Road and Pine, and, as the downtown revitalization <br />makes its way east of the railroad tracks, corner retail opportunities will exist <br />possibly at Griffith and South. <br /> <br />
