City Council <br />Study Session Summary <br />September 14, 2010 <br />Page 3 of 4 <br />Planning staff is seeking a DRCOG Next Steps Grant to further the engineering <br />of the downtown pedestrian connection and the improved crossing at Highway 42 <br />with an underpass. If awarded, Planner, Gavin McMillan, will be the Project <br />Manager for this project and it’s anticipated to be a 6 month effort. <br />An 18-24 month corridor study will also be undertaken. Cooperation between <br />Louisville Lafayette, and Boulder County as well as BNSF railroad will be <br />necessary to make changes to the current roadway (Step 3 below) Louisville will <br />have to commit dollars to leverage funds from other agencies. <br />Step 3: Completing Highway 42 to reposition the City’s regional identity. <br />Currently, the highway is incomplete and not compatible with the area’s long- <br />term goals. Planning staff is working with CDOT and Boulder County to further a <br />preliminary design, environmental analysis and access plan. <br />Step 4: - Extend Downtown along Pine Street – Staff will be available to work <br />with property owners along Pine from Main to Highway 42 and will respond to <br />opportunities that are presented that will provide for improvements that will <br />improve this gateway to downtown. <br />Step 5: - Fine-Tune Area Requirements – Revitalization Area’s Framework Plan <br />Guides the Vision. Development opportunities will determine the outcome. Staff <br />will respond to land owners requests and provide more flexibility as long as it’s in <br />keeping with the vision of the Revitalization Area. <br />LRC members extended their appreciation to the Planning staff for their good <br />work. Mayor Sisk reminded staff, “don’t forget the underpass.” The Mayor <br />recognized the Louisville Revitalization Commission members as an outstanding <br />group of people and extended his thanks. <br />Update/Discussion – Lafayette-Louisville Boundary Outfall Systems Plan <br />(OSP) <br />David Thompson, Sr. Civil Engineer in the Public Works Department, presented <br />the selected plan with the goal of addressing Council questions. Staff plans to <br />th <br />bring this topic to City Council for approval at the October 5 City Council <br />Meeting. <br />The OSP is a drainage planning study funded by Louisville and Lafayette in <br />conjunction with the Urban Drainage and Flood Control District. The last time the <br />drainage basins were analyzed was in November of 1982. This updated plan <br />accounts for development and the expanded City limits which have occurred <br />since the previous analysis, identifies the location and capacity of the drainage <br />improvements which will reduce the 100-year floodplain within the downtown <br /> <br />
