Case Manager: Paul Wood, Planning Director <br /> <br />Public Notice Certification: <br />Continued from numerous public hearings therefore a full new notice was not required. The <br />agenda was posted on the City's web site and at City Hall, the Louisville Public Library, the <br />Recreation Center and the Courts and Police Department Building on May 19, 2006. <br /> <br />Conflict ofInterest and Disclosure: None heard. <br /> <br />Lipton stated that a representative of the Louisville Housing Authority has asked to address the <br />Commission prior to other discussion of the project. A conflict with another meeting is the <br />reason for the request to speak early in the hearing. He requested that the representative come <br />forward to address the Commission. <br /> <br />Jay Keany, 1485 Wilson Place, Chair of the Louisville Housing Authority (LHA), thanked the <br />Commission for allowing him to address the Commission at this time. He discussed the March <br />13, 2006 letter from the LHA as well as the affordable housing ordinance that is being drafted by <br />the LHA. The ordinance would establish a percentage of housing in a new development that <br />would need to be considered affordable. He requested that the Commission consider an <br />affordable housing component for the North End development but not increase the density from <br />what is currently being asked for through the application. <br /> <br />Loo asked what percentage should be considered affordable. <br /> <br />Keany stated that the draft ordinance did not have the percentage established. <br /> <br />Wood stated that the May 25,2006 Staff Report references the letter from LHA and the possible <br />inclusion of a 10% set aside for affordable homes in exchange for increased density on the site. <br /> <br />Lipton reviewed the format for the evening: staff presentation, applicant presentation, Fiscal <br />Analysis discussion, public comment, Commission discussion and action. <br /> <br />Staff Report of Facts and Issues: <br />Wood reviewed the following: <br />. A summary of the request to amend a general development plan, preliminary subdivision <br />plat and preliminary PUD for the North End Subdivision. <br />. Property located in northeast Louisville. 73-acres with frontage on South Boulder Rd., <br />HWY 42 and Paschal Dr. <br />. Land Use Entitlements: <br />~ Referenced a summary chart on page #4 of the May 25,2006 Staff Report. <br />~ Discussed the Schempp General Development Plan, North Louisville General <br />Development Plan and compliance with the Comprehensive Plan. <br />. Residential lot size comparison that border between Louisville and Lafayette. <br />. Identified a 10-acre site in Lafayette that abuts the North End property at the southeast <br />corner. The south 5 acres, which is commercial, is plated and some development has <br />occurred. The north 5 acres, which is residential, is currently unplatted. <br />. Reviewed the land dedication, noting that approximately 25% of the total area is planned <br />as land dedication. <br />
