Reviewed a March 31, 2006 letter from JLB Engineering regarding Hecla Lake, noting <br />that Public Works is reviewing the findings and will have a report for the June 22nd <br />meeting. <br />. The pocket parks and playing fields have been identified on the Illustrative Site Plan. The <br />following are still outstanding concerns that need to be addressed by the applicant: size, <br />design, ownership (City vs. HOA), and maintenance (City vs. HOA). <br />. Reviewed the memo from Land Management regarding the City's cost per acre of open <br />space. <br />. Reminded the Commission that the May 25, 2006 Staff Report also includes the Fiscal <br />Cost and Analysis data. <br />. Reviewed the list of outstanding concerns on page 12 of the May 25,2006 Staff Report. <br />. Requested a motion to enter into record the emails and letters received since the <br />distribution of the meeting packets. <br /> <br />Loo moved and Pritchard seconded a motion to enter into record the emails and letters <br />referenced by Wood. Motion passed by voice vote. <br /> <br />Commission Questions of Staff: <br />Lipton inquired if the Comp Plan had included commercial development on the east side of <br />HWY 42. <br /> <br />Wood reviewed the Comp Plan to confirm that commercial was not proposed along the eastside <br />ofHWY 42. <br /> <br />McAvinew discussed the chart on page 4 of the May 25,2006 Staff Report. He noted that the <br />146,624 SF listed at West ofHWY 42 and under the GDP Residential Entitlements column <br />should actually be under the GDP Commercial Entitlements column. <br /> <br />Deborski discussed the location of affordable housing, as well as proposed buffers. <br /> <br />Sheets discussed with Wood the two parcels of undeveloped property in Lafayette and the <br />potential effect their development could have on the City of Louisville. <br /> <br />Hartman requested clarification of the wording used on page 9, paragraph 2 in the May 25,2006 <br />staff report. <br /> <br />Wood specifically discussed the use of the word 'design'. <br /> <br />Bill Simmons, City Manager, addressed the Commission regarding the fiscal report prepared by <br />the Finance Department. He also stated that he was available to answer questions that the <br />Commission might have about the discussions that have transpired between Louisville and <br />Lafayette regarding the future development of property located at the borders of the <br />communities. <br /> <br />Applicant Presentation: <br />Michael Markel, 5723 Arapahoe Ave., Boulder reviewed the Illustrative Site Plan that was on <br />Power Point. His discussion focused on open space, pocket parks, play areas, trails, detention <br />areas that could also be used as play areas, as well as Hecla Lake. <br /> <br />Markel introduced Andy Knudtsen representing Economic and Planning Systems (EPS).
