Historic Preservation Commission
Meeting Minutes
August 16, 2010
Julie Parmenter, applicant, presented her case and asked the Commission if they
had questions. She stated the following regarding the structures integrity:
Bay window and solar panels included in 1989.
Front porch enclosed in 1950’s.
50 SF on the rear was added in 1995. Remainder of rear square footage
was original.
All second floor windows, including the front window, are original.
There was discussion as to whether or not it could be determined what the
original carriage house looked like.
Lewis asked if the applicant was interested in landmarking the outhouse, as well
as the other accessory structures.
Parmenter stated they would be interested.
Muckle asked if the footprint of the structure shows up on the 1909 Drumm’s wall
map.
Parmenter stated accessory structures do not show up on the map and this
structure was originally built as an accessory structure (carriage house) for 301
Spruce Street).
Muckle asked if the history of the carriage house had been confirmed.
Parmenter answered Bridget Bacon has confirmed the history. Social history
called the structure a barn.
Muckle asked if the paint splatters, mentioned in the social history, are still visible
in the accessory structure.
Parmenter answered no, they had been painted over.
Koertje recommended the name of the house as Adkins House. He also asked
the applicant if she would like to landmark the accessory structures.
Parmenter stated she is not interested in landmarking the accessory structures at
this time.
Public Comments
John Leary asked the Commission what the period of significance is. If the porch
was added after period of significance, the applicant should be permitted to
restore the front porch. He stated his support for the landmarking.
Muckle stated the Commission generally does establish a period of significance,
but any element over 50 years or older may remain in place unless it detracts
from the architectural integrity.
