Historic Preservation Commission <br />Meeting Minutes <br />August 16, 2010 <br />Page 2 of 8 <br />Julie Parmenter, applicant, presented her case and asked the Commission if they <br />had questions. She stated the following regarding the structures integrity: <br /> Bay window and solar panels included in 1989. <br /> Front porch enclosed in 1950’s. <br /> 50 SF on the rear was added in 1995. Remainder of rear square footage <br />was original. <br /> All second floor windows, including the front window, are original. <br />There was discussion as to whether or not it could be determined what the <br />original carriage house looked like. <br />Lewis asked if the applicant was interested in landmarking the outhouse, as well <br />as the other accessory structures. <br />Parmenter stated they would be interested. <br />Muckle asked if the footprint of the structure shows up on the 1909 Drumm’s wall <br />map. <br />Parmenter stated accessory structures do not show up on the map and this <br />structure was originally built as an accessory structure (carriage house) for 301 <br />Spruce Street). <br />Muckle asked if the history of the carriage house had been confirmed. <br />Parmenter answered Bridget Bacon has confirmed the history. Social history <br />called the structure a barn. <br />Muckle asked if the paint splatters, mentioned in the social history, are still visible <br />in the accessory structure. <br />Parmenter answered no, they had been painted over. <br />Koertje recommended the name of the house as Adkins House. He also asked <br />the applicant if she would like to landmark the accessory structures. <br />Parmenter stated she is not interested in landmarking the accessory structures at <br />this time. <br />Public Comments <br />John Leary asked the Commission what the period of significance is. If the porch <br />was added after period of significance, the applicant should be permitted to <br />restore the front porch. He stated his support for the landmarking. <br />Muckle stated the Commission generally does establish a period of significance, <br />but any element over 50 years or older may remain in place unless it detracts <br />from the architectural integrity. <br /> <br />
