<br />COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE:OCTOBER 5, 2010 <br />SUBJECT: APPROVAL/CONCURRENCE OF THE SELECTED PLAN FOR THE <br />LAFAYETTE- LOUISVILLE BOUNDARY OUTFALL SYSTEMS PLAN <br />ORIGINATING DEPARTMENT: PUBLIC WORKS DEPARTMENT <br />SUMMARY: <br />The Lafayette-Louisville Outfall Systems Plan (OSP) is a drainage planning study being funded <br />by the Cities of Louisville and Lafayette in conjunction with the Urban Drainage and Flood <br />Control District (District). The OSP conceptually identifies future drainage improvements in <br />order to safely route the drainage runoff from the 100- year storm event from the City of <br />Louisville, across the Harney Lastoka Open Space to Coal Creek. Staff presented the <br />th <br />Lafayette-Louisville OSP to City Council at their Study Session on Tuesday, September 28. <br />FISCAL IMPACT: <br />Approval of the Lafayette-Louisville OSP does not have an immediate fiscal impact. However, <br />the drainage improvements identified within the City of Louisville will require 50% funding by <br />the City with the other 50% funding being provided by the District. <br />RECOMMENDATION: <br />Staff recommends that Council approve the attached Selected Plan for the Lafayette-Louisville <br />OSP within the City limits with the following modifications. The North End Detention Pond will <br />be revised to reflect the future detention pond to be constructed by the North End Development <br />and the City of Louisville will obtain easements for the Anderson South Pond, Louisville Plaza <br />Pond, Schempp Commercial Pond and the Schempp South Pond giving the City permission to <br />maintain the ponds if necessary in order to ensure they are functioning as designed. Staff also <br />recommends City Council concur with the improvements being recommended outside the City <br />limits. <br />ATTACHMENT: <br />1.
