The Pirates Park siren was
reconsidered and installed at the Hwy. 42 and Pine Street intersection in December
2009. The park property, owned by the Boulder Valley School District, had potential
noise exposure impacts on the adjoining neighborhood. The Harper Lake location was
also reconsidered because the Open Space Advisory Board recommended denying the
proposal because the OSAB thought it would have significant mountain -view and utility
impacts. An alternative location near Joe Carnival Park was also considered by staff but
ruled out because it was considered too close to the adjacent residences. The North
Water Treatment Plant site was determined to be the best location for the third siren.
All three sites became operational in December 2009.
None of the three current sites were granted a Special Review Use by Planning
Commission and City Council. The Dillon Road site was the only site reviewed by City
Council. To date, no complaints have been recorded for either the Dillon Road, or Hwy.
42 and Pine sites. However, the North Water Treatment Plant site has been a focal
point of numerous complaints by the Mesa Point Home Owners Association.
The City is requesting the Planning Commission to consider staff's comprehensive
review of possible locations for an audible outdoor warning system (emergency siren
equipment) and to recommend to the Louisville City Council whether or not to approve
and ratify the current placement of such a system at the city of Louisville North Water
Treatment Plant, 1955 Washington Avenue through an SRU approval.
3
