Water Treaty <br />December <br />»lire,. <br />DiIIo Road <br />(Gott malntenarlce facility) <br />October, 2009 <br />.42 and Pine Street <br />ab .009 <br />PURPOSE AND NEED <br />The objective of this project is to develop a rapid notification system that will <br />instantaneously alert the Louisville residents to an in- progress, or anticipated <br />emergency, in a cost effective manner without endangering the health of our citizens, <br />minimizing impacts to our mountain views, or negatively impacting the environment. <br />EVALUATION CRITERIA <br />Six evaluation criteria were established from the Purpose and Need statement to <br />measure the appropriateness of alternative emergency siren locations: <br />1. Coverage — The project shall maximize the number of City residents to be <br />instantaneously alerted to an in- progress or anticipated emergency, in the most <br />cost effective manner. <br />o Percent of City area served by a theoretical 70dB. <br />o Percent of residentially zoned land served by a theoretical 70dB. <br />2. Exposure — The project shall minimize the exposure of City residents to potential <br />health hazards related to the notification system and noise levels in excess of <br />123dB. <br />o Number of homes within 200' and exposed to a theoretical 123dB, or higher. <br />3. Availability — The project shall locate facilities on properties owned by the City of <br />Louisville with minimal impacts to existing utilities. <br />o Is the site owned by the City? (Y /N) <br />o Does the Site have utility conflicts? (Y /N) <br />4. Access - The project shall locate facilities on sites that are accessible for <br />construction and on -going maintenance without additional infrastructure <br />4 <br />
