Building Code Board of Appeals <br />Minutes <br />5.18.23 <br />Page 7 of 8 <br />Burgener commented that she confirmed with Rob Zuccaro that the BCBOA <br />does not have a Council liaison because the BCBOA is appeals board and not an <br />advisory board. <br />Berry asked if quasi-judicial boards have liaisons. Burgener did not know the <br />answer. <br />Geise commented that a liaison would be helpful when the board has questions. <br />Berry added that having a liaison would be useful so that the board can get <br />Council's interpretation of an agenda item and that the liaison would be able to <br />tell the board about items on the agenda that might involve this board. <br />Burgener read from an email from Jeff Durbin, City Manager that he has been <br />working with staff liaisons as an initial step to understand their perspectives. <br />Burgener asked Rob Zuccaro who the staff liaison was for the BCBOA and he <br />responded that the BCBOA does not have a liaison. <br />Berry commented on the board training that he attended and pointed out not to <br />let any one member bully or dominate the board. Berry also commented that he <br />would like to keep the meeting duration concise. <br />Berry explained the process for the Council vote on the 2021 IECC residential <br />code at the October, 2021 meeting and that the addition of the Appendix RC was <br />thrown in during the middle of the vote even though the Council members did not <br />know what it was. Berry explained further that the building department did not <br />know that it was going to be considered as part of the vote. <br />Burgener suggested that the board include their background knowledge and <br />include their background with Council to help them understand the diversity of <br />different areas that each person represents. <br />Berry stated that because the board spends the majority of their time advising, <br />perhaps that should be more emphasized in their type of board. <br />Geise commented that there is not a hospital or business entity that disregards <br />the advice of their board, or at the least, what hospital or business does not even <br />consider the advice of their board. <br />Dino questioned if there was a way to rescind or amend the code to revert to a <br />previous version. <br />Berry commented that typically City Council would not walk back the code, but <br />rather adopt another code instead. <br />0 <br />
