Sustainability Advisory Board <br />Minutes <br />February 21, 2024 <br />Page 2 of 11 <br />In addition to the published updates, Kayla provided the board with a progress <br />update in regard to the Internal Decarbonization Plan. The City has not moved <br />forward with an RFP yet, but have received approval from the city manager to <br />move forward with energy efficiency at all ten facilities, building electrification and <br />EV charging at 5 sites: (1) the White House, (2) the Public Library, (3) the North <br />Water Treatment Plant, (4) the Police and Municipal Court building, and (5) the <br />Rec Center and solar at three sites: the Rec Center (380 kilowatts solar), Police <br />Station (257 kilowatts) and Library (128 kilowatts). <br />At this point it's unclear if the City will decide to move forward with management <br />assistance via an energy performance contract with the state program or if the <br />City will directly issue an RFP. The city is still talking to the energy office about <br />that but it will be decided soon. Presently, this project is able to move forward <br />without having to seek any new financing. It will be funded through current <br />budgets and through grants, though that will require some reduction in scope. <br />Over the longer term, the Plan's additional solar installations are scheduled for <br />2027. For now, the North Water Treatment Plant, Rec Center, and Police Station <br />solar systems' construction could start by the end of the year (2024). However, <br />there could be unanticipated delays in these plans, such as additional <br />requirements imposed if Energy Performance Contracting is involved. <br />Rebates available for home energy improvements in 2024 — <br />Approximately $20,000 will be in the budget for 2024 to provide rebates for <br />specific home energy improvements in Louisville.
