City <br /> Manager Fleming stated the City funds four days. Parks and Recreation Director <br /> Steven explained that Boulder County assists in funding the Nutrition Program. He <br /> recommended accepting the Senior Foundation's contribution to maintain the fifth day. <br /> Councilor Muckle requested Council discussion at a future study session on the <br /> following items: Conservation Trust Fund Land Acquisition funding for the City Shops <br /> building; funding for restoration of historic properties; restoring the Fourth of July <br /> celebration and the Water Committee's recommendations. <br /> City Manager Fleming explained the construction of the City Shops Building would be <br /> funded through the Conservation Trust Land Acquisition Fund; Water Utility Fund and <br /> Capital Improvement Project. He noted funds from the Conservation Trust Fund would <br /> not be used until construction actually begins. <br /> Mayor Sisk commended the Staff for the 2011 budget and voiced his appreciation for <br /> the adjustments made. He supported going forward with a conservative budget. <br /> Councilors thanked City Manager Fleming and the Department Directors for their work <br /> on the budget. <br /> RESOLUTION No. 63, SERIES 2010 A RESOLUTION DESIGNATING THE ROSS <br /> ZARINI HOUSE, 501 SOUTH STREET, AN HISTORIC LANDMARK Public Hearing <br /> Councilor Clabots recused himself from Resolution No. 63, Series 2010. He disclosed <br /> the applicant and he jointly share a vegetable garden and then left the meeting room. <br /> Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> Planning Director Russ explained the home is part of the Capitol Hill Addition <br /> subdivision filed in 1904 and the structure was built in 1905. The structure is wood and <br /> finished with painted stucco. The foundation contains an occupied basement. The <br />
