Davidson closed the public hearing and called for Council comments and questions. <br /> <br />Sisk moved that Council adopt Ordinance No. 1291, Series 1998 - - An Ordinance <br />Authorizing the City Administrator to Annually Establish Development Application Fees <br />on second and final reading, seconded by Keany. <br /> <br />Sam Light, City Attorney, stated that there are two, second reading amendments <br />proposed to Ordinance No. 1291, Series 1998. The first amendment is a change in the <br />deadline by which the City Administrator must establish the fees. The deadline has been <br />changed to March 1, 1999. The second amendment establishes an application fee for <br />those requesting a vacation of a City easement. <br /> <br />Sisk moved that Council also adopt the two proposed amendments, accepted by Keany. <br /> <br />Roll call was taken. Motion passed by a 6-0 vote. <br /> <br />ORDINANCE NO. 1292, SERIES 1999 - AN ORDINANCE ESTABLISHING A TEMPORARY <br />MORATORIUM ON THE SUBMITTAL AND PROCESSING OF COMMERCIAL PUD <br />APPLICATIONS IN DOWNTOWN LOUISVILLE - 1sT READING, SET PUBLIC HEARING <br />2/16/99 <br /> <br />Davidson called for City Attorney introduction. <br /> <br />Sam Light, City Attorney, read by title only, Ordinance No. 1292, Series 1999 - An <br />Ordinance of the City of Louisville, Colorado, Declaring an EmergencY; Establishing a <br />Temporary Moratorium on the Processing of Applications for Approval of Preliminary <br />PUD Development Plans, Final PUD Development Plans, and Special Review Uses for <br />Properties Located Within "Downtown Louisville," as Defined Herein; and Creating <br />Certain Exemptions from the Moratorium. <br /> <br />Davidson stated that this is not the public hearing for Ordinance No. 1292; however, <br />there are several individuals in attendance who wish to speak on the Ordinance. He <br />proposed allowing those individuals to speak with the understanding that the only <br />Council action to be taken will be a decision to put the Ordinance out for publication and <br />hold a public hearing, at which any changes to the Ordinance might be made. <br /> <br />Howard arrived (7:10 p.m.). <br /> <br />Nancy Love, 841 Front Street, Louisville, Colorado, stated that she was rather surprised <br />to hear about this moratorium, as she was present for the last Council work session and it <br />was not discussed while she was in attendance. <br /> <br />Davidson replied that it was not discussed at the last Council work session but rather at <br />the last City Council meeting. <br /> <br />3 <br /> <br /> <br />
