City Council <br />Meeting Minutes <br />October 2, 2023 <br />Page 9 of 14 <br />City Clerk Muth stated the proposed ordinance would remove from the City's code the <br />prohibition on the ownership, possession, keeping, exercising control over, maintaining, <br />harboring, transporting, or sale of pit bull dogs within the City. Section 6.12.020 of the <br />code remains and may be used to prosecute the owner of any vicious animal, including <br />dogs. <br />This ban was originally instituted in 1994. Municipal Court staff reports that tickets are <br />rarely issued and are often found to be unenforceable without a genetic test of the dog. <br />Additionally, as far as staff is aware Louisville is the only municipality in the state to <br />continue to have a breed specific ban. Current information and practice is that breed <br />specific legislation is not effective. It is an owner's responsibility to make sure their dog <br />is safe and well trained, regardless of breed. <br />Each year the City Clerk's office gets multiple questions about this ban from people who <br />are moving here or live in Louisville and want to adopt a pit bull or pit bull mix. Staff <br />recommends approval of the ordinance as presented. <br />Public Comments — None. <br />Councilmember Most supports this but would like to see additional enforcement of off <br />leash dogs and dog licensing. <br />Councilmember Dickinson is very happy to see this come forward. There are other <br />things we can tackle as well, but this is one that we can address easily.
