Recreation Advisory Board <br />Minutes <br />May 20, 2024 <br />Page 2 of 3 <br />2025 Recreation Fee Proposal — Kathy Martin <br />• The biannual budget process includes determination of fees for the coming <br />year. To provide background, Kathy reported that most local rec centers are <br />not going to increase fees. Our fees are the highest in the area, but our rec <br />center is considered one of the best. <br />• Kathy presented the different possible percentage increases, as included in <br />the agenda. Another possibility would be a daily admission fee that is the <br />same for everyone. A high percentage of new patrons are non-residents. The <br />new rates will start in January. <br />• Board members favored raising the resident rate less than the non-resident <br />rate. <br />Resolved: The Rec Center should raise Resident fees by 3% and Non -Resident <br />fees by 7%. <br />Motion: Dick Friedson <br />Second: Lisa Norgard <br />The motion was approved unanimously. <br />Golf Updates — David Baril <br />• The Golf Course is moving forward with the plan to replace the current golf <br />carts, powered by lead acid batteries, with refurbished golf carts powered by <br />lithium batteries. The lifetime of the lithium batteries is almost twice as long <br />and they require far less maintenance. David hopes to replace them at the <br />end of the year. RAB members will work on a Memo to City Council to show <br />support for this proposal. <br />• The Golf Course will close early on July 18 so that the parking lot can be <br />resurfaced during the night. Dick Friedson requested a better plan for striping <br />the lot, so that more cars would be able to park. He asked for a survey to <br />scale, so that he could present alternative ideas, such as diagonal parking <br />and one-way driving routes. <br />• David reported that the Golf Course is close to making a deal with a different <br />company for software for point of sale, booking, and marketing. The new <br />program will have texting capability. The potential timeline is: sign the contract <br />in June, start transformation in October, and go live in January. David has a <br />meeting with the City Finance Director in June. <br />• Top Tracer technical people came to the range on the week of May 13. They <br />replaced multiple components with higher -level equipment. Top Tracer is <br />working better. <br />• Michele Van Pelt asked if the tables on the patio could be replaced. David <br />responded that the restaurant is responsible for replacing the tables, but the <br />new tables would become property of the City. There is little incentive for the <br />restaurant management to replace the tables. <br />• Michele asked about the slow recovery of the greens after aeration. David <br />explained that the greens were poorly rebuilt after the flood. Instead of four <br />
