(Note: (added by staff) O’Connell is the chair person of the <br />Mesa Village HOA and her home is one of those impacted by the current location <br />of the siren.) <br />Staff Report of Facts and Issues: <br />Russ provided the following discussion points: <br />Project Description: The applicant, City of Louisville Police Department, <br /> <br /> <br />has applied for a Special Review Use (SRU) to authorize the placement of <br />an alternative tower structure (ATS) for use as an omni-directional siren <br />based emergency mass notification warning system on the City of <br />Louisville’s North Water Treatment Plant property at 1955 Washington <br />Avenue. <br />Overview: In light of May 2008 tornado in Windsor, Colorado, Louisville <br /> <br /> <br />City Council directed staff to purchase a siren based emergency mass <br />notification warning system for the following reasons: <br /> <br />Immediate notification capabilities <br />o <br /> <br />Activated through Boulder County’s Sheriff Departments’ <br />o <br />Communication Center <br /> <br />Omni-directional system (360 degrees) <br />o <br /> <br />Cost effectiveness <br />o <br /> <br />Proven record with neighboring communities <br />o <br />The WPS2910, 10 Cell Siren was the chosen equipment, with the <br /> <br /> <br />following features: <br /> <br />3 sirens <br />o <br /> <br />60’ pole mounted <br />o <br /> <br />129 dB at 100’ <br />o <br /> <br />119 dB at 200’ <br />o <br /> <br />
