However, the <br />selected vendor recommended three (3) siren locations which gave the same <br />coverage as the original four (4). <br />Pritchard asked if the manufacturer had any input into the site locations. <br />Goodman stated they did not. <br />Pritchard discussed the siren sound coverage evaluation process with Russ. <br />Lipton asked for more information about the alternative sites. <br />Goodman and Russ discussed the other locations for the north section of town. <br />Loo asked if this had been done through the proper procedure would cost of the <br />project been a consideration. <br />Fleming stated yes, especially if there was a need for land acquisition. <br />Staff and Applicant Summary and Recommendation: <br />Lipton asked for additional comments, summary or recommendation from staff. <br />Hearing none he closed the public hearing. <br />Public Hearing Closed Commission Comments: <br />Sheets stated she is sorry the project did not go through the proper process. She <br />suggested the other sites should go through the process. She believes the <br />primary issue is all about the view corridor. If the project had been heard prior to <br />the placement of the siren, the Commission might not have agreed with this <br />location. She stated she does not feel adequately informed to make a decision at <br />this time. She would like to look at alternative locations primarily because of the <br />view issues and not the sound. <br />Brauneis stated his agreement with Sheets regarding the flawed process. He <br />stated the tower is not very attractive, especially for being located so close to a <br />very active trail. He is not convinced the other options are any better. He also <br />stated he would probably feel the same even if the proper procedure had been <br />followed. <br />Pritchard stated his agreement with Brauneis and he’s not sure which location is <br />best. He would like to have heard from the manufacturer and their suggestions <br />for site locations throughout the city. He stated he does not support approval of <br />the resolution. <br />Lipton stated he is not sure which location is best. He would like to have heard <br />from OSAB regarding the Harper Lake site as well as this one. He stated if the <br />siren could be moved closer to the trees it might have less of a visual impact. He <br />would consider a continuance based on the need for additional information. <br />
