Birch Court, stated she has been a resident since 1998 and <br />she purchased her home for the view and open space. She stated she feels her <br />quality of life is now endangered. <br />Lancton stated she brought a petition signed by sixty (60) individuals and they all <br />oppose the location of the siren and they are also impacted by the sound. <br />Michael Menaker, 1827 Chokecherry Dr., acknowledged the neighborhood did <br />not receive proper notice but his questions would be “Would they be happy if <br />they had?” He also asked the Commissioners if their opinion would change if the <br />project had been properly processed from the beginning. He stated his support of <br />relocation if there is another site that meets the criteria. <br />Malcolm Fleming, City Manager, requested permission to address the Planning <br />Commission. <br />Permission granted by Lipton. <br />Fleming stated the cost of the actual relocation should not be an issue. He <br />continued by stating if he thought another site was suitable he would have asked <br />staff to move forward with the alternate site. <br />Lipton asked if the Open Space Advisor Board had been given the opportunity to <br />review this north location. <br />Fleming stated they had not. <br />Loo stated the siren is not located on open space. <br />Lipton asked if the Harper Lake parking lot is considered open space. <br />Fleming stated the parking lot is part of the Harper Lake site development. <br />Schwertfeger requested the Commission enter into public record the petition <br />presented by Lancton. <br />Pritchard moved and Brauneis seconded a motion to enter into record the <br />petition presented by Lancton. Motion passed by voice vote. <br />Lipton asked for other Commission questions. <br />Sheets requested a clarification of how frequently the sirens are tested. <br />Goodman stated the sirens are part of the Boulder County Emergency <br />Notification System. All sirens within the system are tested at the same time <br />st <br />which is the first (1) Monday in April at 10:00 AM. <br />Sheets asked what the objections were to the Harper Lake site. <br />Goodman stated the main objections came from the Open Space Advisory Board <br />(OSAB) and the view from the sanctuary to open space. He stated there were <br />residents present at the meeting but none of them spoke during public comment. <br />Staff did recommend to OSAB the north side location of Harper Lake; however <br />the board voted against the location for reasons of view and sound. <br />
