Posted in City Hall, the Library, <br />the Recreation Center and the Police and Court Building on September 24, 2010. <br />Mailed to surrounding property owners on September 24, 2010. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br />McCartney provided the following summary: <br />The request is to amend an existing final planned unit development (PUD) <br />to allow for a fuel facility for King Soopers. <br />The site was originally approved for Lehrer’s Flower Store at the corner of <br />Plaza Drive and Hecla Way (east of King Soopers and north of Jiffy Lube). <br />“Automobile Service Stations” is listed as one the allowable uses on the <br />PUD. <br />The application is subject to the Commercial Development Design <br />Standards and Guidelines (CDDSG). <br />The proposed station has the potential to serve for all the residents of the <br />North End Development as well as all of the employees who work in <br />Balfour and the Louisville Plaza Shopping Center. <br />There are two (2) planned access points, fuel pumps, a canopy and <br />minimal landscaping along with a single employee kiosk with no internal <br />sales. <br />The facility meets the CDDSG setback requirements. <br />The two access points include a new access on Plaza Drive and the <br />existing shared access on Hecla Way (shared with Jiffy Lube). They have <br />been designed to be 30 foot wide, which exceeds the standard 28 foot <br />width. <br />Public Works has reviewed the traffic study and has determined this use <br />does not have a detrimental impact on the existing traffic volume. <br />The Louisville Fire Protection District has reviewed the site plan and <br />believes the site is designed appropriately for their service needs. <br />The fueling station will have a minimal amount of landscaping. The <br />applicant has proposed a total landscaping of 11.7% where 30% is <br />required. Staff understands this is an industry standard allowance for <br />fueling stations and acknowledges the applicant has provided a <br />landscaping plan which is complimentary for the corner and the use. <br />The canopy and employee kiosk are designed to meet the design <br />elements of King Soopers standards, which also meets the architectural <br />requirements of the CDDSG. <br />Two types of signs are proposed for the site: monument sign and wall <br />signs on the canopy. All of the proposed signed comply with the sign <br />regulations established in the CDDSG. <br />Staff recommends approval of the amendment to the final PUD development <br />plan for the development of a fueling station, without conditions. <br />
