Planning Commission <br />Meeting Minutes <br />October 14, 2010 <br />Page 12 of 18 <br />Commission Questions of Staff: <br />O’Connell, Loo and Lipton stated they had no questions for staff at this time. <br />Pritchard stated the landscaping for the original site is what he considers to be <br />sub-standard. Does the applicant then pay a fee-in-lieu for not meeting the <br />landscape requirements? <br />McCartney stated no, a fee-in-lieu is only paid for parking. <br />Brauneis asked if a fueling station relies on its neighborhood. <br />McCartney stated they do not but since it will be the only gas station on the east <br />side of Hwy 42 the neighborhood is an important element. <br />Brauneis asked if vending machines would be installed. He also asked for <br />additional information regarding the photometric light details for the site. <br />McCartney stated the applicant should answer the question about vending <br />machines and the lighting details. <br />Sheets asked if the underground storage tanks had any regulations. <br />McCartney stated there are state requirements and additional building code <br />requirements might apply. <br />Applicant Presentation: <br />Carl Schmidtlein, Galloway and Associates, representing King Soopers, <br />answered the questions previously posed by the Commissioners: <br />Vending machines will be owned and operated by King Soopers and will <br />be located up against the kiosk for monitoring by the employee. <br />The photometric reading for under the canopy is 17 foot candles. The <br />recessed lighting is downcast thus there is little to no light pollution. <br />The underground storage tanks meet or exceed all federal, state and local <br />building codes. They are a double walled tanked. <br />Schmidtlein asked if the Commissioners had other questions. <br />Lipton asked about the hours of operation. <br />Schmidtlein stated the fueling station would be available 24 hours a day for those <br />individuals using credit cards. The kiosk will be manned from 6:00 AM to 10:00 <br />PM. There are also security cameras which are monitored from within the King <br />Soopers building. <br />Pritchard requested additional information on the lighting. <br />Schmidtlein reviewed the three classes of available lighting: rural, urban (not <br />dense) and urban dense. The proposed fixtures comply with the urban dense <br />which is at the lower end of the lighting scale. If the foot candles drop below 17 <br />then the store has a safety concern for the fueling site. <br />Brauneis asked if the lighting would be more intense along Plaza Drive. <br />
