Estimate: $12,090 (Roof repair = $7,790; Truss repair = $4,300) <br />E. Insulate wood floor on main level – Insulate wood floor to conserve on heat and <br />make the house more comfortable. <br />Estimate: $450 <br />F. Paint four interior rooms – There are white spackle marks from an insulation job <br />in 2009, and some water damage marks on the bathroom ceiling. <br />Estimate: $1,700 <br />Staff has attached a copy of the scope of work, as well as a detailed description of the <br />work being completed. The total of all items shown above is $20,760. <br />Staff has met with the applicant in regards to the drainage issue on the back porch. <br />Mike Jones, Chief Building Official, has acknowledged there is a drainage issue and <br />drainage improvements, such as the sump pump being proposed, is a good solution. <br />Staff recommends the applicant provide more information regarding the roof <br />repair/replacement. Mike Jones visited inspected the inside of the house and stated the <br />interior roof slump is most likely due to the removal of required load barring walls on the <br />inside. It appears the walls were removed to allow for a more open floor plate. Staff <br />recommends a structural engineer be hired to make recommendations as to how best <br />stabilize the ceiling and whether work needs to be done to upgrade the existing trusses. <br />As for the remaining items in the scope of work, staff does not recommend item C, E <br />and F to be included in the grant request. Items E and F are interior improvements not <br />covered by the Historic Preservation Fund (HPF). <br />To complete the above mentioned items (A and B) the applicant would need a grant in <br />the amount of $6,320. <br />INCENTIVES: <br />According to Section 15.36.030, the City Council is afforded the legislative ability to <br />provide preservation incentives for those wishing to landmark their historical structure. <br />Once the structure is approved for landmarking, the applicant may act on one or more <br />of the incentives offered. <br />On April 20, 2010, City Council approved two incentives for landmark structures: <br />$1,000 signing bonus and a $5,000 one time grant. The $1,000 signing bonus is <br />awarded to the applicant at the time of the landmark approval. This money has no <br />restrictions on how it is to be used. <br />The $5,000 grant is to be used within the first year of landmarking and shall be used for <br />the following: <br />3 <br />
