Historic Preservation Commission <br />Meeting Minutes <br />October 18, 2010 <br />Page 2 of 8 <br /> <br />Koertje asked if the requested landmarking was for the entire property. <br />McCartney answered in the affirmative. <br />Lewis asked if landmarking would add any constraints to the ideas created by the <br />Cemetery Master Plan. <br />McCartney stated he had not seen the Cemetery Master Plan. He recommended a <br />continuance until November to provide adequate review time of the Cemetery Master <br />Plan. <br />Koertje asked if the burial plots were individually owned, or does City still own them. <br />McCartney stated he was unsure. <br />Lewis stated if they are individual ownership it could make landmarking more difficult. <br />Muckle stated she was sure there were more than the 3 fraternal organizations listed in <br />the staff report. <br />McCartney stated the social history only listed 3. <br />Public Comments – <br />John Leary stated he had attended the City Council presentation for the Cemetery <br />Master Plan. He was in favor of the application and stated the HPF could be used to <br />restore grave markers. <br />Commission Questions and Comments <br />Koertje recommended other municipalities be contacted regarding the wording used for <br />their landmarked cemetery. <br />Lewis asked for clarification as to whether the City could use HPF for their own projects. <br />McCartney answered in the affirmative. <br />Stewart stated there might also be State Historic Funds available. <br />Koertje recommended checking with the City Attorney to determine how to proceed if <br />the plots are individually owned. <br />th <br />Muckle made a motion to continue the application until November 15 meeting. Lewis <br />seconded the motion. The motion carried 5 – 0. <br />Update/Discussion/Action – Landmark Alteration Certificate/Incentive Grant – <br />1109 Lafarge Avenue <br />McCartney presented the staff report and PowerPoint presentation. He stated the <br />applicant, Scott Eichorn, is requesting a Preservation and Restoration Incentive Grant to <br />renovate approximately 10 historic windows. He continued to state this structure <br />recently received landmark status. <br /> <br />
