Historic Preservation Commission <br />Meeting Minutes <br />November 15, 2010 <br />Page 7 of 10 <br /> <br />Lewis recommended the commission could forward the application to City Council <br />knowing the applicant will provide additional information prior to City Council. <br />Koertje asked what additional detail would be recommended. <br />Lewis stated there should be more detail on the labor, material being used and what <br />markup is being applied. <br />Tofte added there should be a letter from a structural engineer. <br />There was discussion as to whether the HPF would cover a structural analysis. It was <br />determined the cost could be covered under the $5,000 incentive grant. <br />Koertje asked for a motion. <br />Lewis made a motion to approve items 1 through 6 as listed in the request, with the <br />following conditions: <br />1. The 2 paint items will be limited to $5,000 incentive grant. <br />2. Applicant to provide labor, materials, and markup prior to City Council. <br />3. The applicant shall provide a letter from a structural engineer prior to City <br />Council. <br />Poppitz second with a friendly amendment – to allow for a 20% contingency. <br />Lewis accepted the friendly amendment. Motion was unanimously approved 5 – 0. <br />Update/Discussion/Action – Landmark Alteration Certificate/Incentive Grant – <br />1131 Jefferson Avenue – <br />McCartney presented the staff report and PowerPoint presentation. He stated the <br />applicant, Janice Hoffman, is requesting a Preservation and Restoration Incentive Grant <br />to renovate the site around her historic structure. <br />Burt Brucker, contractor for the applicant, gave a presentation and his thoughts as to <br />what needs to be done to the property to protect the historic structure. He stated the <br />home owner, Janice Hoffman, could not be in attendance due to a medical issue. <br />Koerje asked what is wrong with the carport. <br />Brucker answered it was poor drainage. <br />Tofte asked what was the difference between item A and item H. <br />Brucker stated they are different sides of the house. <br />Stewart asked what needed to be done with the walkways. <br />Brucker answered it is a drainage issue and needs to be regarded. <br />Stewart asked if the work would be done even if it wasn’t covered by HPF. <br />Brucker stated the owner has already paid $8,000 out of pocket to get most of this work <br />completed already. <br /> <br />
