Ms. Carpenter <br />responded that all product will be locked in a safe with a security <br />camera focused on the safe 24/7. There will also be a log of who has <br />access to the safe. <br />Kaufman asked if there were any adverse reactions. Ms. Carpenter <br />stated that most adverse reactions were psychological and not <br />medical. Potential patients will be screened for heart and circulation <br />issues as well as for several mental health concerns. She noted the <br />State is creating two licenses. A Clinical license with the ability to treat <br />mental health issues, and a Facilitator license for more spiritual non- <br />medical applications. <br />A Facilitator license will require the same protocols as a Clinical <br />license for storage, administration, etc. <br />Machado asked if someone wants to leave during the session. Ms. <br />Carpenter responded that they are not allowed to leave. Healing <br />centers will have procedures and security measures to make sure that <br />the patient won't leave. <br />Melinda Gulley asked if Ms. Carpenter if she had any <br />recommendations regarding the zone district and facilities. Ms. <br />Carpenter responded that the State already has a few regulations, but <br />she would like healing centers to be allowed in medical or therapy <br />practices are already happening. There is also discussion at State <br />that the session could take place in someone's home. <br />There was a brief discussion between the Authority members and Ms. <br />Culley regarding the time, place and manner requirements that the <br />City has control over regarding healing centers and facilitators. <br />8. Secretary's Report <br />The Secretary let the Authority know that one of the restaurants in <br />town called her a couple of weeks ago to let her know of a scam <br />involving liquor licenses. Luckily, the restaurant manager demanded to <br />see credentials and the individual left. We know of one other instance <br />of this occurring. The Secretary sent an email to all liquor license <br />holders in Louisville and let clerks across the state know of the scam. <br />10. Authority Attorney's Report <br />None <br />11.
