City0f <br />Louisville <br />Parks & Recreation <br />July 25, 2024 <br />To: Parks & Public Landscaping Advisory Board (PPLAB) <br />From: Bryon Weber, PROS Project Manager <br />Advisory Board Memorandum <br />Re: Redtail Ridge Construction Drawings Referral — Landscaping in the Right of Way <br />As part of the City's construction document referral process, Staff welcome Board comments and <br />suggestions pertaining to landscape plantings in the street right of ways at the proposed Red Trail <br />Ridge development. Enclosed are a series of artist renderings depicting the applicant's vision for the <br />right of way landscaping, along with plant schedules for various streets throughout the development. <br />Comments received from the Board will be included with PROS Staff comments sent to the City's case <br />manager — in this instance the City Engineer as part of the case manager's construction document <br />referral process. As with all department referrals, Board and PROS Staff comments will be taken into <br />consideration during the project's approval and permit process as seen fit by the project's case <br />manager. <br />An initial draft of staff comments to be submitted to the case manager is provided below for board <br />review. PPLAB is welcome to submit a response memo with any additional or alternative comments <br />as related to the topic of right of way landscaping. As a reminder, the right of way landscaping in <br />Redtail Ridge is planned to be maintained by the future Metro District. Therefore, City input is primarily <br />higher level in nature as related to desirable plant species and overall design aesthetic. <br />Based on review of materials submitted for the above mentioned referral, The Parks, Recreation & <br />Open Space Department has the following comment items: <br />1) Regarding proposed plantings: <br />a. Replace Lanceleaf Poplar and Princeton Sentry Maidenhair trees with Red Pointe Maple <br />or Aceolade Elm (City Forester has not had much success with these varieties) <br />b. Rabbit Brush- suggest dwarf varieties <br />c. Weigela or Spirea instead of Rose Woodsii <br />d. No Fitzers junipers- suggest Oregon Grape Holly <br />e. Willows are invasive- suggest cotoneasters <br />f. No Milkweed- suggest Butterfly weed <br />g. Seed mix: Western Wheatgrass is known to be tall. Staff do not recommended for ROW <br />use. <br />2) General staff comments/questions: <br />a. Ensure maintenance boundaries and responsibilities are clearly defined in <br />Operations & Maintenance agreement portion of the Subdivision Improvement <br />Agreement <br />b. Clarify design intent behind having multiple/differing plantings on various streets <br />11 <br />
