Louisville City Council Meeting November 4, 2003 Page 4 of 11 reductions recommended by Staff as supplied by Gamey Construction. Funds for the reclaimed water project, including engineering services were originally budgeted at $1,750,000. The total projected cost of the reclaimed water facility with pipeline is estimated to be $2,170.00. Engineering services, permits and related fees for the project are estimated to be $238,000. The negotiated amount for the revised project is $1,932.000. The additional cost above that budgeted, $420,000 is available from the Water and Power Authority bond proceeds but will reduce the amount available for acquisition of water rights by that same amount. Staff recommends that Council approve the negotialed bid submitted by Gamey Construction. The contract documents will include the itemized scope reductions that resulted in the negotiated bid. COUNCIL COMMENT Council member Keany asked if the deletions of any of the items would impact the water pressure or supply for irrigation of the future Community Park. Phare stated the second pump would insure adequate flow and pressure to irrigation of Community Park, as well as Dutch Creek Park. Council member Keany requested the pump be kept in the project costs to enable irrigation for the parks. f- w ~ \J ~ a.. Council member Brown asked Finance Director Laus to review the Water and Power Authority loan application. Laus explained the loan application was for water rights acquisition and water projects. The Reclaimed Water Treatment Facility and Pipeline Project was included in the application and $1.75 Million dollars was allocated for the project. Out of the $12.5 Million dollar loan, $6.38 Million dollars have been spent on water rights. With the budget shortfall of the project and the funds allocated for the Eldorado pipeline, the balance available for water rights acquisition will be reduced $3.1 Million dollars. Council member Brown asked Public Works Director if there were water right acquisitions earmarked for the near future. Phare stated there are no active negotiations, however, he anticipated large blocks of CBT water rights to be available at the end of this year. Phare suggested reducing the project $41,000. Mayor Pro Tern Sisk voiced his support of moving forward with the project, less the recommended $41,00U reduction in the bid. Mayor Davidson stated reducing the cost is only delaying the expenditure to the future. MOTION: Council member Keany moved that Council approve the Gamey Construction bid, less the recommended $41,000 reduction, for construction of the reclaimed water treatment system and pipeline installation project, seconded by Council member Van Pelt. Roll call vote was taken. The motion carried by a vote of 7- O. 4
