Planning Commission <br />Staff Report <br />September 12, 2024 <br />The building and building elements are predominantly rectangular in form. <br />C9. Use a flat roof line as the dominant roof form. <br />1) Historically, commercial roof forms were flat, sloped or gabled, but each had a <br />false front that gave the appearance of a flat roof as seen from the street. <br />2) False fronts and parapets should be considered for new buildings with gabled <br />roof forms. <br />3) Parapets on side facades should step down towards the rear of the building. <br />The dominate roof form is flat, though gable designs are included. <br />Waiver Criteria <br />The applicant has requested two waivers to support the redevelopment of the site. <br />The first waiver seeks relief from the 20-foot rear setback requirement along the north <br />side property line. The existing building is setback 2.5 feet on the north side, and the <br />applicant plans to extend the building by 8.3 feet while retaining the existing setback. <br />The second waiver requests relief from the 10-foot side interior setback on the west side <br />of the site. The existing setback is 4.3 feet, and the applicant intends to extend the <br />building by 28 feet while retaining the current setback. <br />Staff find that the side interior and rear setbacks applicable to the C-C zoning district are <br />limiting for this corner property in Downtown Louisville. Existing and historic <br />development patterns in the core area of downtown include conditions with minimal side <br />and rear setbacks, which support the traditional development context present. <br />The requested waivers will allow for the adaptive reuse of the existing building while <br />retaining a large portion of the site as functional and activated open space. Adjacent <br />property impacts are anticipated to be limited as the applicant is continuing an existing <br />condition on site. Staff recommend approval of the waivers as requested. <br />9 <br />
