Doris is <br />scheduled already. <br /> <br />This meeting is not listed at the Recreation Center and Library (Belinda send these out- <br />notify Belinda that they are still not being posted). Sheri will talk to Belinda about this. <br /> <br />Callan, Jay, Heather, Paul and Sean had a meeting about the ordinance with Sam. Jay <br />encouraged staffto get it on the Planning commission meeting. Heather was not too positive <br />about doing that, felt it was being rushed; may be some repercussions from the public. <br />November would be the first time the public could comment on this ordinance. Paul said that it <br />could be on the Agenda for Nov. Use the upcoming meeting to get the concepts out to the <br />Planning Commission. He thinks that the PC should start wading through the concepts of this <br />ordinance and may need the Boards assistance at some point. Comments at this point would be <br />clarity of intent and applicability. Do not sit on it for 30 days is his recommendation. <br /> <br />Concern may be how to implement this ordinance. Paul supports what the HA wants to do, but <br />needs to be able to understand how to explain to someone how it applies to them. He would like <br />LHA's input with the cash-in-lieu payments. <br /> <br />Callan said that most developers have done this in other cities. .and how is Louisville different <br />than those cities. Price point is very important issue. <br /> <br />Paul has some comments. Has to put together planning commission staff reports together this <br />week. <br /> <br />In terms of "permanently affordable", is this truly forever? The theory is that it never ends, it <br />remains affordable forever. This is the goal. Can change to say permanently affordable rather <br />than say it will be affordable forever. <br /> <br />Rental component is confusing to Paul. It probably will not apply right now, and will need a <br />specific action from City Council in the future... will this be a rental conversion (condo- <br />ownership)? If this will apply against rental developments. Do we take out the "rental" piece in <br />the ordinance and just include ownership? <br /> <br />If we do not include it now, the process will take too long to get it in. Is there any concern that if <br />we didn't have it in this ordinance, that developers will decide to go with rentals. How do you <br />administer rental units? Income verification and rent verification annually. <br /> <br />Ordinance should have statements in there if it is a rental unit and how would things apply? You <br />need to have a separate rental section with guidelines. <br />
