<br />Planning Commission <br />Meeting Minutes <br />SEPTEMBER 14, 2006 <br />Page 7 of 15 <br /> <br />Deborski asked what type of minerals are of concern. <br /> <br />Williams replied there are four zones of oil and gas. <br /> <br />David Hoisterkamp, 1520 Euclid Circle, Lafayette stated that he came to clarify any questions <br />the Commission might have regarding the email with attachments that had been sent in by his <br />wife, Jennifer Bales. He also stated that with the Phasing of the project he understands that his <br />concerns could be addressed with more details at a later time. <br /> <br />John Leary, 1116 Lafarge Ave, Louisville, discussed what he considers to be flaws in the fiscal <br />analysis. He also expressed concerns with the phasing of the project. He concluded by stating <br />that all homes in Louisville (old or new) do not pay their way and the only way to accomplish <br />that is to bring in regional retail. <br /> <br />Commission Questions of Staff and Applicant: <br />Sheets discussed with Markel the following: <br />. how to obtain a commitment for affordable housing <br />. a deed restriction for the large lots at Paschal so they can not be subdivided at a later <br />time. <br /> <br />Markel stated that the application complies with the Comprehensive Plan and that he would be <br />willing to develop a deed restriction for the two lots. <br /> <br />Deborski inquired about a timeline for commercial development. <br /> <br />Markel stated that he is making progress with his contacts for commercial development and <br />would like to move forward with the commercial as soon as possible. His goal is to have <br />something in place by the 1 st quarter of 2008. <br /> <br />Wood discussed an additional condition for a "Recycling Center", which is an enclosure for <br />recycling purposes for the multi-family areas. <br /> <br />Sheets expressed concerns with condition #12 regarding the trail width. <br /> <br />Jeff Moline, Open Space Coordinator for the City of Louisville, stated that he is willing to <br />continue working with the applicant to determine the final width. He stated he felt there were <br />still options and with the phasing plan that area of the trail could be finalized when it comes back <br />to the Commission. <br /> <br />Loo asked why the 30' width requirement when other trails in town are not 30' wide. <br /> <br />Moline stated that with a path width of 8-10' and the desire to have a meandering path instead of <br />a straight path then the 30' trail width easement is most desirable. He also stated that he <br />appreciates all the public use dedication that the applicant has made, especially around the Hecla <br />Lake. <br /> <br />Public Hearing Closed / Commission Comments: <br />McAvinew made the following points: <br />1) The developer has demonstrated extra value to the City to warrant the additional 34 units <br />above entitlement. <br />2) It is difficult for a developer to predict the commercial development but it will happen. <br />3) The City does not have a policy regarding Affordable Housing therefore it is not fair to <br />encumber the developer with an Affordable Housing requirement. <br />
