Proposed project is designed in a fashion so that it has an <br />appropriate relationship to the area and surrounding <br />structures and uses. <br />2. Circulation is achieved primarily by means of Front Street <br />which relieves Main Street from traffic congestion. The <br />proximity to city parking contributes to good circulation. <br />In addition deliveries can be made at the rear of project <br />so that customers' access to commercial buildings is not <br />adveresly impacted by delivery vehicles. <br />3. Project is in accord with the comprehensive plan and city <br />plans to revitalize downtown. <br />4. Building will be constructed in the fashion necessary to <br />eliminate it from the flood plan and/or protect it from any <br />flood risks. <br />5. Great care has been taken to assure that the commercial <br />structure as executed is not monolithic or inappropriate <br />but has an excellent sense of proportion and visual relief. <br />6. Passive solar will be utilitzed to the fullest possible extent <br />through large central atriums and skylights. <br />7.
